RFQ Construction Manager at Risk - Rhode Island Air National Guard Headquarters/Dining Facility/Medical Facility Project

Sealed Statements of Qualification (SOQs) are hereby solicited by the Quonset Development Corporation, which is seeking a qualified Construction Management At-Risk firm. The responding firms shall have experience performing Construction Management At-Risk Services for similar projects. The procurement process is being conducted in two phases. During the first phase, QDC is issuing this RFQ and will evaluate submitted SOQs based upon the identified evaluation criteria. QDC will select up to three respondents that it deems most qualified to perform the Work. The selected respondents will advance to the second phase of the selection process and will receive an RFP under which they will be invited to submit a technical and fee proposal. Interested firms are requested to submit SOQs that clearly indicate the extent to which all requirements of the Request for Qualifications will be fulfilled, including but not necessarily limited to staff experience and recent project experience and the firms role relative to the various project requirements. The narrative portion of the SOQ shall be no more than 20 pages (20 single sided sheets, or 10 double sided sheets) (using 12 point or greater font size), not including Attachments All questions on this RFQ shall be submitted in writing to Ms. Christine Andrews/QDC at info@quonset.com by 4:00 PM on February 28, 2023. Respondents wishing to attend the site visit must notify QDC via email at the email address above at least 72 hours prior to the pre-proposal meeting of their intentions. To attend the site visit, you must pre-register with the Rhode Island Air National Guard (RIANG) by registering on their website electronically using Lt Col Kathleen Mahoney, PMP as the sponsor. Attendees must have a driver's license on their person to enter the RIANG base The respondent assumes responsibility for submissions submitted by mail or commercial delivery service. Facsimile and email submissions will not be accepted. Proposals misdirected to other State locations or which are otherwise not present in the QDC offices at the time of opening for any cause will be determined to be late and will not be considered.
