Description

The project includes, but is not limited to, the reconstruction of the West Apron with associated aircraft tiedown anchors, markings, and drainage on airport property, within the City of Biddeford, Maine. All work will be performed on Airport-owned property. Bids must be submitted in accordance with the instructions provided herein. Enter Project Code 854163 in the project locator box. Contractor shall comply with the below listed FAA Required Contract Provisions as contained within the Project Specifications and Bid Documents. These include, but are not limited to: Affirmative Action Requirements Civil Rights - General Specifications No. 777119 Page IB-2 Civil Rights - Title VI Assurances (Notice - Solicitation) Disadvantaged Business Enterprise Bids shall be accompanied by Contractor/Subcontractor Certifications as specified in the Supplemental General Provisions and elsewhere in the Contract Documents. This requirement is mandatory and shall not be waived. Bid security in the amount of at least five percent (5%) of the total Bid amount must be submitted with each Bid. The Bid security may be either a certified check drawn upon a bank within the State of Maine or a Proposal Guarantee Bond (Bid Bond) executed by a Surety company listed on the current United States Department of Treasury "Department of the Treasury's listing of approved Sureties (Department Circular 570)" as authorized to do business in the State of Maine. Bid Security shall be made payable to the City of Biddeford. Bids submitted without acceptable security will not be considered. The successful Bidder shall furnish: o 100% Performance Bond o 100% Payment Bond o Liability Insurance listing Biddeford Municipal Airport, Gale Associates, Inc., and Maine DOT as additional insured o Executed Owner/Contractor Agreement within 5 calendar days from the date of the Notice of Award The Biddeford Airport Commission has a Race Neutral DBE of 3.2% for projects completed during fiscal years 2021-2023. If the Contractor is unable to achieve the DBE goal using race neutral methods, it is appropriate to utilize race conscious measures to achieve the goal. If the Contractor is unable to meet the DBE goal, a Good Faith Effort in accordance with 49 CFR Part 26, Appendix A is required. The Biddeford Airport Commission reserves the right to reject any and all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interest of the City of Biddeford. No Bidder may withdraw their Bid for a period of 180 days following the Bid opening. Award of Contract is contingent upon receipt of funding from Federal and State sources.
