Description

The Washington Metropolitan Area Transit Authority (WMATA) is seeking Construction Manager at Risk (CMR) services for the Rehabilitation of the L-Line Steel Tunnel Liner and Bridge Structure Repairs between Metro’s Pentagon and L’Enfant Plaza Stations. The following activities are anticipated to be performed by the CMR: 1. L-Line Steel Tunnel Liner Rehabilitation includes rehabilitating a steel lined structure to provide redundant structural support of the existing tunnel. The intent is to rehabilitate and replace infrastructure that will restore the structural integrity of the tunnel and extend its useful life an additional 50 years. It is estimated that approximately 950 linear feet (LF) of the 3.050 LF structural liner may be structurally impaired. The project also contains heavy systems work including the temporary relocation and permanent replacement of existing communication, traction power, Automatic Train Control, life safety, fiber optics and other systems currently located within the tunnels. 2. L-Line Bridge Structure includes replacing existing bearings, expansion joints, drainage systems. 3. Dry Standpipe systems will also be replaced as part of the scope of this effort. The project is valued between $100M and $250M, and has a preliminary period of performance from 28 to 42 months and will progress as follows: Phase 1 – includes design reviews, constructability analysis, cost evaluations, value engineering and other preconstruction services. Phase 2 – includes construction services where some work may be self-performed with supporting subcontractors, the award of which is contingent on the Guaranteed Maximum Price (GMP) A Disadvantage Business Enterprise (DBE) participation goal has not been set, however the target will likely range between 15% to 20% of the total contract value.
