Description

This agreement will be for approximately three years in duration with the option for the City of Port Orchard to extend it for additional time and money if necessary. Consultants will be considered for the following project. The City of Port Orchard reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSULTANT consists of services for procurement of right-of-way acquisition and relocation, permanent easements, and/or temporary construction easements for future transportation and/ or utility improvement projects. Future projects phases may be federally funded. Work shall be completed within the guidelines of the Federal Uniform Relocation Assistance and Real Property Acquisitions Policies Act (URA), Washington State Department of Transportation (WSDOT) Local Agency Guideline Manual, and the CITY's approved Right of Way Acquisition Procedures. Services may include title reports, appraisals, appraisal review, exhibits prepared by engineers and surveyors, and obtaining right-of-way certification from WSDOT and negotiations. Work may also include assisting the City with administration and reporting related to agreements and procedures with the State. Not all work is known in advance and tasks will be assigned on an on call basis. The City has identified initial tasks as follows: o Acquisition of right-of-way on one parcel owned by a community association for a round-about improvement at Old Clifton Rd. and McCormick Woods Dr. scheduled for construction as early as the spring of 2023. o Acquisition of right-of-way for three parcels fronting the west side of Pottery Avenue between Sunset Ln. and Clay Ln. for sidewalk improvements scheduled for the summer of 2023. o Assisting with a quick claim deed for prescriptive easements/ encroachments at SR166/ Bay Street for a future Federal Aid project with Construction as early as 2026. The City of Port Orchard reserves the right to retain the services of the successful firm(s) for any subsequent phases (PE, R/W, CN) associated with on call projects. The UDBE goal for the Consultant Agreement is ZERO. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualification of proposed project manager and key personnel. - 15 points 2) Qualifications/expertise of Firm. - 15 points 3) Ability to meet schedule/ availability of key personnel. - 15 points 5) Familiarity with URA & WSDOT Acquisition Guidelines. - 25 points 6) Past performance/references. - 15 points DOT 140-564 Page 2 of 2 6/2021 7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan) - 15 points Submittal Submittals should include the following information: Firm name, phone and fax numbers, email address; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
