South Sewall's Point Road - Phase 3 - (1) HMGP Project, (2) FDEP RESILIENCY Projects (North/South)

The Town is proposing the raising of South Sewall's Point Road from High Point north to Sewall's Meadow. These improvements will include: roadway improvements, stormwater improvements that include two separate exfiltration systems, sheet pile weirs, modifications of a baffle box and outfall and the placement of new watermains and removal of an existing watermains. The base bid will include roadway, stormwater and utility items with an alternative bid for additional exfiltration system. The base bid will be divided into the HMGP (FDEM/FEMA) area of work (outfall 2) and the FDEP Resiliency North & South areas of work (outfalls 1 & 3). The alternative bid schedule will include private lot drainage improvements. The resulting contract shall be awarded to the lowest, responsive and responsible bidder whose total base and alternative bids the requirements and criteria set forth in this ITB and whose award will be in the best interest of and most advantageous to the Town of Sewall's Point, taking into consideration, among other things, Base Bid amount, the financial responsibility of the bidder, quality of materials, personnel and equipment resources, proven skill and experience, abilities to timely perform the contract, previous satisfactory performance and such other abilities of the bidder that the Town, in its sole discretion, determines will enable it to perform effectively and efficiently the contract being bid upon. Bids must be accompanied by a Bid Bond/Security in the amount of ten percent (10%) of the Bid and must accompany each Bid in accord with the Instructions to Bidders. The successful Bidder, who is awarded the contract, will be required to furnish a 100% Construction Payment and Performance Bond meeting the requirements of Section 255.05 Florida Statutes. No bidder may withdraw his or her bid for a period of ninety (90) days after submission by the date set for the opening thereof. The Town, in its sole discretion, reserves the right to waive all minor technicalities or irregularities, to reject any or all bids or any part of a bid, to award to a single bidder or to divide the award between bidders, and to re-solicit this bid or any part of this bid. The Town further reserves the right, in its sole discretion, to award a contract to the bidder (or bidders) whose bid best serves the interests of the Town. Work will be substantially completed within 300 days from the date of Notice to Proceed, and shall be finally complete within 330 days from the date of Notice to Proceed. Question- All questions about the meaning or intent of the Contract Documents are to be directed, in writing, to the Owner, attention Mr. Joseph W. Capra, P.E., CAPTEC Engineering, Inc. at SSPRPH3@gocaptec.com. Interpretations or clarifications considered necessary by the Engineer in response to such questions will be issued by Addenda. Questions received five (5) or less days prior to the date set for the opening of Bids may not be answered
