Upper Grande Ronde River - Bowman Habitat Enhancement Project

The Grande Ronde Model Watershed (GRMW), in conjunction with the Oregon Department of Fish and Wildlife (ODFW), seeks the services of a construction company with experience in river restoration to construct the Bowman Habitat Enhancement Project in Northeast Oregon. The Request for Proposal (RFP) describes the services to be provided that includes harvest and haul of trees, and the construction of large wood structures. Excavation of material to construct side channels and fill for main stem. Project habitat restoration elements will be constructed in accordance with the Final Design and Implementation Plan. The Final design includes all necessary construction protocols, design plan sets, and technical specifications. The GRMW, ODFW, and selected contractor will use these documents to implement the restoration project. The hired construction firm shall construct stream restoration elements that address the limiting factors for all life stages of Chinook salmon, steelhead, bull trout, and other native species within the project reach. The Habitat Improvement Program (HIPIV), programmatic biological opinion will be the conservation measures used for project implementation. The hired contractor shall work closely with the ODFW's technical representatives to complete the Project. Frequent and open communication, including onsite progress meetings are required. Services furnished by the construction company shall be provided as outlined in the RFP. Anticipated Project Start Date: February 15, 2023 Anticipated Project Completion Date: December 1, 2024* Site Description The Project is located approximately 16 miles southwest of LaGrande, Oregon. The Project site is located between River Mile 153.8 and 155.2, in in Township 4 South, Range 35 East, Sections 2 and 11, Willamette Meridian in Union County, Oregon. The Project is entirely on private lands and includes 1.5 miles of the river and associated floodplain. The Project area is owned by the Bowman family, whose primary uses for the property include raising livestock, recreation, and use as a part-time residence. The overall Project area is described in Attachment A - Location Map and Directions.
