Description | Sewer rehabilitation within various sub-basins (basins 25/26 additional basins) Work required pursuant to this contract includes furnishing all labor, materials, equipment and incidentals necessary to complete the project as listed above. The project consists of the rehabilitation of wastewater pipelines, lateral service connections, and manholes for existing portions of the City's collection system using various products and technologies. The project also consists of pre- and post-rehabilitation inspections and site restoration. All work is to be completed in strict accordance with the Contract Documents. A bid bond in the amount of ten percent (10.0%) of the total bid amount shall be required with all bids submitted. Performance and Labor and Materials Payment Bond(s) in the amount of 100% of the contract sum shall be required from the selected bidder following award. A Maintenance Bond in the amount of ten percent (10%) of the contract sum shall be required after completion of work and prior to final payment. All bids shall be submitted in duplicate on the designated forms using the Bid Return Label provided as designated in the Information for Bidders by the date set and time. Bid proposals must be executed in accordance with and are subject to the instructions contained within the Information for Bidders. The three (3) apparent lowest responsible bidders' bid bond documents may be held for a period of up to ninety (90) consecutive calendar days or until a contract is signed and then all bond documents, other than those of the successful responsible bidder shall be returned. The City of Middletown reserves the right to waive any defect or any irregularity in any bid and reserves the right to reject any or all bids or any part thereof. Bids and amendments to bids received after the time set for the bid opening will not be considered. All bids must be completely filled out when submitted. No bid may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the written consent of the City of Middletown. Withdrawal of any bid must be submitted in writing to the City of Middletown. All bids and proposals are subject to, and must comply with the equal opportunity and non-discriminatory provisions set forth in the Affirmative Action Plan of the City of Middletown. To receive consideration, such questions shall be submitted in writing. Deadline for submission of questions is Friday, May 5, 2023 by Noon (EST) Every request for an interpretation shall be made in writing, addressed and forwarded to the Supervisor of Purchases, Municipal Building, 245 DeKoven Drive, Middletown, Connecticut, 06457. Location: The Work locations include, but are not limited to, locations within various subbasins in the City of Middletown, CT. GIS maps are attached to this specification package. Summary of the rehabilitation work is also listed on tables on the GIS maps attached. B. Work Included: The Work includes, but is not limited to, the following: 1. Sewer System Rehabilitation: a. Sewer pipe and manhole rehabilitation including replacement, structural lining, and grout sealing as identified herein. b. Refer to the Manhole Rehabilitation Schedule and Sewer Pipe Rehabilitation Schedule for additional information. 2. Testing of sanitary sewers, and manholes for proper installation and performance. 3. Sewer Manhole Installation 4. All related site work including trench excavation, ledge excavation, groundwater dewatering, disposal of excess excavated materials, filter fabric, bedding, backfill, compaction, road/drive subbase, paving, curbing, sidewalk, loam/seed and landscaping. 5. Other miscellaneous work shown in the Specifications for a complete and operational system. Time for completion is 180 calendar days.
