Description | Work will include but not be limited to replacing the existing underground cables. Also, Fiber Optic cables will be installed to follow the same route from the switchyard to Long Sault Dam (LSD). The New York Power Authority ("NYPA" or "Authority") invites qualified bidders to submit a proposal on construction services for the long sault dam underground feeder & fiber installation project. CR Number: 2101560 Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Contract term: 1 Year The St. Lawrence-FDR Power Project (STL) LSD is a 2,960-foot-long curved concrete gravity structure with 30 gates spillway bays and a reinforced concrete stilling basin apron. LSD spillway gates have been operated more frequently in recent years due to higher-than-normal river flows and to account for economic conditions as Zone D has a high concentration of wind generation, forcing NYPA's run of river hydro generation to be curtailed in favor of wind. The existing 13.8kV feeders supplying the Long Sault Dam (south feed) and the Robert Moses State Park Nature Center and Campgrounds are old and becoming unreliable. STL has experienced several failures of their underground 13.8KV installations on the island resulting in operational inefficiencies as circuits were required to be isolated or reconfigured to keep the facilities operational. Additionally, further failures could result in operational issues for the Seaway, as they rely on the 13.8kV system. A detailed review of the project's underground feeders has identified a significant number of cable faults that have occurred in the past that required numerous spliced repairs made to restore the cables to working condition. An assessment of the cable condition has been completed and the recommendation is to replace the existing underground 13.8kV cables before they become totally unreliable. Also, Fiber Optic cable conduits and cables will be installed to follow the same route as the 13.8kV cable underground run from the switchyard to LSD - South tower. Additional Fiber Optic cable conduits and cables will be installed across Beach Marina Road to LSD - North tower. Fiber runs will include terminations for future projects use at LSD Provide all construction services to implement the goals of the project, including but not limited to pricing and cost validation, inspections, scheduling, project administration and management, labor, materials, and equipment. As built/record drawings shall be signed and sealed by a registered New York State Professional Engineer. - Oversee and perform the construction and commissioning processes while providing adequate time for the Authority's input and review. NYPA is a self-permitting agency, the Bidder shall provide NYPA a minimum of one-weeks' notice to witness impending inspections of the work as applicable to the project work. All required inspections/testing/FAT as outlined in the project documents shall be completed by the bidder. NYPA reserve the right to witness any inspections as required. - Effectively coordinate and communicate the activities of the Bidder team throughout the design and construction processes with Owner. - Develop and track costs throughout construction, including life-cycle expenses. - Quickly provide Owner with options to maintain budget if overruns are encountered, due to any Owner-directed revisions to the Scope of Services, and/or differing site conditions. - Record and distribute accurate and complete meeting minutes for weekly meetings. - Coordination of all utilities, site lighting, drainage requirements, etc |
