Description

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project at the Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, IL. PROJECT DESCRIPTION: This project shall consist of installation, testing, and certification of significant volume of Cat6a cabling tele-data rooms throughout Buildings 43H, 81H, 152, 237, 1007, 1017 and 1523 located on the Captain James A. Lovell FHCC campus to meet the needs of EHRM Infrastructure, including upgrades to power distribution panels, lighting, controls, receptacles, grounding-bonding, UPS, etc.), physical security and access control system upgrades, HVAC system improvements (upgrades, new systems, etc.), finishes including walls, floors, and ceilings of new or altered rooms, and more as described in the design and specification documents, throughout all buildings. ADMINISTRATIVE: The solicitation will be issued as a "Invitation for Bid" (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in mid to late July 2023. The period of performance is approximately 244 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000.
