Description

The project consists of, but is not limited to, the following major elements: Offeror agrees to furnish all materials and equipment and to perform all labor necessary to install +-730 LF of 12" DIP raw water main, +-534 LF of 6" PVC potable water main, +-105 LF of 18" steel casing, fire hydrant, valves, fittings, and all related work. Time allotted for completion of Work is 60 consecutive calendar days from the date of a written "Notice to Proceed" from OWNER. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. Award of Contract: August 2, 2022 Preconstruction Conference: August 16, 2022 Offerors MUST complete the Qualifications of Bidder (Section 00470) in order to be evaluated for award of Contract. See Qualifications of Bidder for additional requirements. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Therefore, the Contractor submitting a proposal must list the license number of the Contractor performing the utility contracting on the face of the proposal envelope and on the proposal. No proposal will be opened unless it contains the Contractor's Utility License Number on the envelope. See Instruction to Offerors for additional proposal requirements. Proposals shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful offerors if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. All anticipated Federal, State, and/or Local permits for this project have been obtained or will be obtained by the Owner prior to issuing the Notice to Proceed. All qualifying Contractors and Subcontractors performing work with the Houston County Board of Commissioners must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Proposal to be considered, it is mandatory that the Offeror's E-Verify number be listed on the outside of the Proposal envelope. All easement and right-of-way for permanent installations have been obtained or will be obtained by the Owner prior to issuing the Notice to Proceed. Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Offeror if Owner believes that it would not be in the best interest of the Project to make an award to that Offeror, whether because the Proposal is not responsive or the Offeror is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
