Description

STATEMENT OF WORK The Contractor shall furnish all necessary labor, transportation, supervision, tools, parts, equipment, materials, landfill fees and supplies necessary to collect and dispose of refuse. The required containers are to be located at the following locations: GENERAL REQUIREMENTS: Contractor shall provide rental, collection and disposal of each container. Should additional disposals services beyond that specified below be required within the contract period, those services must be billed at the contractual per disposal price for that location. No additional services should be performed without prior approval from the Contract Administrator or designee. Services include but are not limited to: The Contractor shall provide refuse containers of metal construction designed for heavy trash service. The containers shall be equipped with side and top doors to allow for either top or side loading and shall be designed to provide rodent-proof, animal-proof and wind- proof storage of trash contents. It is the College's preference that these containers are green. The Contractor's containers for single-stream recycling shall have a slot on one or two sides with a flap or door to protect the contents from weather. It is the College's preference that these containers are blue. Additional Optional service: (not used in determination of award) 1. Contractor shall be able to provide Roll Off containers as needed during the contract period. 2. Contractor shall have several roll-off sizes available (10, 20, 30, 40 cubic yards). 3. Delivery and pickup. Must deliver within 48 hours of receipt of order. A replacement for a disposal pickup must be made within 2 hours. End of service removal shall be made within 48 hours of notification. 4. Dumpsters shall be placed in a manner as to not cause damage to surrounding structures or surfaces. College can have personnel available to provide specific placement instructions if requested. 5. Flexible availability: daily, weekly, monthly, or as-needed scheduling. All refuse removed shall be disposed of in a State approved sanitary landfill. The Contractor shall provide evidence the landfill has been approved by the Commonwealth of Virginia, Department of Environmental Quality for non-recyclable waste. The Contractor shall provide evidence the landfill has been approved by the Commonwealth of Virginia, Department of Health and/or the Department of Environmental Quality for nonrecyclable waste. The Contractor shall disinfect containers on an as needed basis to maintain a healthy and odor-free environment. If the College determines and informs the contractor of need to disinfect, the contractor shall disinfect the containers within two business days or on next collection day whichever is sooner. The Contractor shall maintain all containers in good repair and appearance at all times as determined by the College. The Contractor shall: 1. Repair and repaint containers, as necessary. 2. Provide substitute containers when maintenance orrepairis being performed on containers normally provided. Substitute containers shall be provided within two business days or on next collection day, whichever is sooner. 3. Exchange containers at no additional cost ifthe agencydetermines containers are unsightly, damaged or unusable. Thecollegereserves the righttoadd, delete, or change location of containersand/orchangethenumber of collections per week as needed at the prices indicated in the winning bid. From time to time, the Contractor may be required to move containers to different locations. When containers are moved, there shall be no additional cost to the College. The Contractor shall provide a competent driver who possesses a valid license and an adequate number of personnel on each compactor truck to ensure that refuse is loaded properly and to ensure cleanliness of the refuse staging area. The Contractor shall ensure that its employees are uniformed and identified as such. Should inclement weather conditions exist or problems beyond the control of the Contractor interrupt or delay service, the Contractor shall advise the agency of the stoppage or delay and advise the agency of the alternate collection day. TheCollegewill ensure that areas surroundingtherefusecontainersaremaintainedin such a manner as to allow Contractor access to containers at all times. This will include but is not limited to the control of parked vehicles. Colleges will not be open for regular pick-up on State holidays. Should regular pick-up fall on a State holiday, the Contractor shall pick up refuse on the next business day or make arrangements with the College. The Contractor shall provide hand/auto loaded compactor trucks, which are completely enclosed and shall comply with all state and federal laws. The trucks shall be designed to prevent spillage of trash and refuse, both during loading and transporting. If spillage occurs, or if the container is overfilled, the Contractor's employees on the truck shall pick up spilled or overflow trash and refuse. The trucks may be side loaded, top loaded, rear loaded, or a combination. The Contractor shall be responsible for cleaning up and removing any spillage or leakage from its equipment. The Contractor shall be responsible for opening and closing the gates where applicable after completing pickup. The Contractor shall apply with all federal, state and local laws, codes and ordinances. The Contractor shall have a trained and competent supervisor available during normal pick-up schedule times who the College may contact for emergencies or callbacks should such a need arise
