Description

The Virginia Department of Transportation, herein referred to as "VDOT" is soliciting bids from qualified firms to provide general interstate maintenance services and accident / incident / emergency response services including traffic control services for I-64 in Albemarle, Fluvanna, and Louisa Counties, which are located within the Charlottesville and Louisa Residencies of the Culpeper District. (From approximate Mile Marker 99.9 - Augusta / Nelson County Line to approximate Mile Marker 147.8 - Louisa / Goochland County Line) in accordance with the specifications contained herein. PERIOD OF CONTRACT: Lot 1 The initial term of the contract shall be effective from 12:01am November 1, 2022 to 11:59pm October 31, 2023 (Renewable) Lot 2 The initial term of the contract shall be effective from 12:01am November 4, 2022 to 11:59pm October 31, 2023 (Renewable) A. VDOT reserves the right to request contractor to assist with maintenance or emergency operations at residency, area headquarters or adjoining districts. If requested, travel time shall be paid per bid hourly rate to and from requested locations. Reminder to Bidders: This solicitation includes the requirement for the Bidder to submit a Small Business Subcontracting Plan (SBSP) Attachment with the electronic bid response in eVA. Bidders selecting "I Plan To Complete All Work" box must be certified as a small/micro business by the Commonwealth of Virginia, Department of Small Business and Supplier Diversity (DSBSD) by the due date of this solicitation to participate in the SWaM Program. If the Bidder is not a DSBSD-certified small business, the "I Plan To Use Subcontractors" box must be selected and the Bidder shall identify the portions of the contract that will be subcontracted to DSBSD-certified small business for the initial contract period and any subsequent renewal periods. II. QUESTIONS REGARDING THIS INVITATION FOR BID Any questions regarding this Invitation for Bids shall be addressed to Rosalie Alther at Rosalie.alther@vdot.virginia.gov no later than three (3) business days prior to bid closing. The issuing office shall determine whether any addendum shall be issued due to questions submitted. III. GENERAL INFORMATION For the purpose of clarification, each firm receiving this Invitation for Bid is referred to as a "Bidder" and the Bidder awarded the contract to supply the goods is referred to as a "Contractor". The Virginia Department of Transportation is referred to as "Department" or as "VDOT", and "Representative" refers to the VDOT Contract Administrator who will be administering the contract. This Invitation for Bid (IFB) states the instructions for submitting bids, the procedure and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor. 1. This Invitation for Bid will be awarded in two lots. a. Lot 1 being I-64 from Mile Marker 99.9 to Mile Marker 124 through the counties of Albemarle and Nelson. b. Lot 2 being I-64 from Mile Marker 124 to Mile Marker 147.8 through the counties of Albemarle, Fluvanna and Louisa. c. Both lots consist of all mainline, shoulder, exit ramps, on ramps, overlooks, and undeveloped areas within the VDOT Right of Way in the corresponding lots.
