Description

For Lead-Based Paint Specialized Services Homebuyer Project For Lead-Based Paint Specialized Services Homebuyer Project Central Nebraska Economic Development Inc., (CNED, Inc.) is seeking professional, technical services for the rehabilitation of approximately thirteen (13) single-family owner-occupied homes within the municipal boundaries of communities located within the CNED, Inc. region which includes the counties of: Blaine, Boyd, Brown, Cherry, Custer, Garfield, Greeley, Holt, Keya Paha, Loup, Rock, Sherman and Wheeler. Total Nebraska Affordable Housing Trust Fund grant project funds are $500,000. This is a Request for Proposal from firms interested in performing these technical and professional services. The selected consultant is required to assist CNED, Inc., Nebraska, with: Lead-Based Paint (LBP) Specialized services to be performed in conjunction with the thirteen (13) program homes in the CNED, Inc. region. LBP Specialized Services shall include, but are not limited to implementation of the project in conformance with the State of Nebraska Department of Health and Human Services compliance areas: testing, evaluation, reduction and clearance issues. Submission of a monthly written Lead-Based Paint Services report documenting the homes inspected//tested, and status//results of each inspection//test. Submission of invoices//claims request documents no later than the 15th of the month; Selection of the LBP Specialized Services provider, will be based on the following evaluation criteria: Technical expertise of the firm in connection with the type of services to be provided and the complexity of the project (25 points). Past record of performance on contracts with other clients including quality of work, timeliness and cost control (25 points). Capacity of the firm to perform the work within the time limitations, taking into consideration the current and planned workload of the firm (20 points). Familiarity of the firm with the types of problem applicable to the project and NAHP, CDBG or HOME Grant Guidelines (20 points). Cost of the services to be provided. (10 points). Elaborate artwork or expensive visuals and other presentation aids are neither necessary nor encouraged. CNED, Inc., will evaluate all submittals in a timely manner, and may require the top qualified firm to meet with the members for the purpose of contract negotiations for a fixed price or not-to-exceed contract. This request does not commit CNED, Inc. to pay any costs incurred in the preparation and submission of your Bid and Proposal or to contract for any services. CNED, Inc. has the right to refuse any and//or all proposals. Consultant selection ultimately depends upon the release of funds by the Nebraska Department of Economic Development.
