Description | African American MBE Participation: 8%. The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) on behalf of Hagerstown Community College (HCC). HCC is seeking competitive proposals from offerors or development teams to use or develop sites/facilities on its property for a renewable energy project. The Project is intended to supply commercially viable renewable energy to some or all the campus facilities and can include aspects of energy efficiency and energy storage. The competitive Proposals shall be for an agreement covering the full project including design, construct, interconnect and commissioning witha proposed offeror. Under the scope of this RFP, HCC intends to finance the project, although alternative methods of financing may be considered. If there are offers to scale up the project to increase renewable energy and energy efficiency for the entire campus and a possible microgrid which exceeds the HCC private funding alternatives and additions, it will be considered. After construction, HCC will consider a sell and lease and operation of the project agreement as the HCC may not be able to take advantage of various tax benefits, energy credits etc. which could contribute to the project's economic viability. African American MBE Participation: 8.0% Women-Owned MBE Participation: 11.0% Work is to supply commercially viable renewable energy to some or all the campus facilities and can include aspects of energy efficiency and energy storage. |
