Description

The work at the TTRWTP includes the installation of three (3) pre-purchased pumps and VFDs, discharge piping modifications, Electrical and HVAC modifications, clear well modifications, and site work including paving, grading, and yard piping. The work at SHPS includes the installation of one (1) new pump and two (2) VFDs, piping modifications, Electrical and HVAC modifications, and miscellaneous demolition. The Upper Trinity Regional Water District (Owner) is requesting Statements of Qualifications (SOQ) to prequalify Offerors considering submitting a Bid for the Tom Taylor Regional Water Treatment Plant (TTRWTP) and Stone Hill Pump Station (SHPS) Pumping Improvements Project. Major improvements include the following: Assignment of contract that includes pre-purchased/owner-provided equipment. Responsible for the proper storage, installation, and startup of all pre-purchased/owner-provided equipment. Time critical pump replacement and structure modifications at the Tom Taylor Regional Water Treatment Plant and at the Stone Hill Pump Station. Work must be completed while critical facilities are in service. Major improvements include the following: A. TTRWTP High Service Pump Station #1: Installation of two (2) pre-purchased pumps and variable frequency drives (VFD) Piping and valving replacement and modifications Electrical and HVAC modifications and improvements B. TTRWTP High Services Pump Station #2: Installation of one (1) pre-purchased pump Replacement of one (1) pump motor Piping and valving replacement and modifications Electrical and HVAC modifications and improvements C. TTRWTP Clearwell #1 modifications: New CIP Concrete walls New clear well inlet and outlet penetrations New overflow structure structural modifications D. TTRWTP Site Work including paving, grading, and yard piping E. SHPS Pump Station: Installation of one (1) new pump and two (2) VFDs Electrical and HVAC modifications Miscellaneous demolition SOQs may also be submitted in digital format via email to taylorpumpingimprovements@utrwd.com. Files larger than 10 megabytes cannot be accepted through email. All official notifications, addenda and other related documents will be offered only through the Bid Document Website. Questions are to be submitted using the Question and Answer process on the Bid Document Website. Responses to questions posted on the Bid Document Website will be posted on the website for the benefit of all prospective Offerors. A response will be posted for questions submitted no later than noon on March 10, 2022. Statements of Qualifications will be evaluated based on the following: o Experience / past performance of the company; o Experience and qualifications of key personnel Demonstrated ability to provide Performance and Payment Bonds and insurance Demonstrated safety performance; o Demonstrated financial stability. The Owner anticipates awarding Notice to Proceed as early as May 2022. Prospective Offerors must demonstrate that they have met the minimum requirements for experience with similar projects along with the other considerations outlined in the Request for SOQ to be qualified to submit a Bid. Prospective Offerors must register with the Bid Document portal. All official notifications, addenda and other related documents will be offered only through the Bid Document portal. Questions are to be submitted using the Question-and-Answer process on the Bid Document portal. Files larger than 10 megabytes cannot be accepted through email. Owner will review the SOQs submitted by prospective Offerors in a timely manner. A list of prequalified Offerors may be posted 5 - 10 business days after SOQ due date. Bids will NOT be accepted from Offerors that are not prequalified to submit a Bid. The deadline to ask questions is 3/08/2022 12:00 PM CST $13.5 Million to $18.5 Million *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Project is to be complete in 600 days from the Contractors Notice to Proceed. performance and payment bonds for 100% of the Contract Price. This project includes, but is not limited to, demolition, site work, new clearwell overflow structures, modifications to baffle curtains and concrete baffle walls, new clearwell dividing walls, installation of pumps, modifications to the high service pump stations, modification of stone hill pump station and its electrical room.
