Description

The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plan, Specifications, and Contract Documents for the above stated project. The general items of work to be done hereunder consist of: Acquire a non-fee encroachment permit with the City, attend to a pre-construction meeting and weekly meetings with City staff, mobilization, traffic control (submittal of engineering stamped traffic control plan and implementation of traffic control maintaining one lane open at all time during construction), submittal of storm water control plan and implementation of BMP's, protection of existing improvements and trees, construction temporary signage; clear and grubbing, removal and properly disposal of the existing damaged guardrail in two locations, installation of new Midwest guardrail, and new traffic signs. The classification of Contractor's license required in the performance of this Contract is Class C-32. The licensed contractor must demonstrate experience in guardrail installation and have completed a minimum of three (3) Midwest guardrail system installation projects in last seven (7) years in the Statement of Technical Ability and Experience attached to the proposal documents on page P-7 and P-8.The classification of Contractor's license required in the performance of this Contract is Class C-32. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the City has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. These rates are available at the following website: http://www.dir.ca.gov/DLSR/PWD/index.htm and are a part of the Contract Documents All contractors and subcontractors who bid or work on a public works project must register and pay an annual fee to Department of Industrial Relations (DIR) pursuant to California Labor Code section 1725.5. Information regarding DIR registration can be found at website Electronically. In accordance with Section 1771.1 of the California Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to California Labor Code section 1725.5. In accordance with Section 1771.4 of the California Labor Code, this Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful bidder shall be required to furnish a labor and materials bond and a faithful performance bond, in the amount of one hundred percent (100%) of the amount of the Contract, and a maintenance bond in the amount of one hundred percent (100%) of the final amount of the Contract. Pursuant to Section 22300 of the Public Contract Code, the Contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the City of El Cerrito to ensure performance under the Contract. Each bidder must submit the Proposal forms (P-pages) in front of the document. Proposals must be delivered no later than 1:00 p.m., on May 19, 2022, to be considered as a responsible responsive bid. The Engineer's estimate for construction is $88,000.00
