Description

Laguna Beach Unified School District of Orange County, California, acting by and through its Governing Board, hereinafter referred to as DISTRICT, will receive up to, but not later than, the above-stated bid deadline, sealed bids at the place identified above for the award of a contract for the above Project. This project DOES NOT require contractors to prequalify in order to submit a bid per California Public Contract Code 20111.6, as the projected expenditure is projected to be less than one million dollars All bids must be hand-delivered on the date of the bid opening. No bids may be Delivered to the bid location prior to 7:00 a.M. On the bid opening date. If any bidder is in doubt as to the true meaning of any part of the Project Documents, finds discrepancies in or omissions from the Project Documents, or requests a substitution for materials and equipment as outlined in the specifications, they must submit a written request for an interpretation or correction to rzajda@lbusd.org on or before November 8, 2022 by 5:00 p.m. No requests shall be considered after this time. In accordance with the provisions of Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, the DISTRICT requires that the bidder possess the following minimum classification(s) of contractor s license(s) at the time the bid is submitted and any bidder not so licensed at the time of the bid opening will be rejected as nonresponsive: BID PACKAGE/GENERAL DESCRIPTION: LICENSE REQUIRED: Bid Package #1 / Site Utilities A Bid Package #2 / Fencing C-13 Bid Package #3 / Acoustical Ceiling, Drywall and Plaster C2 & C-9 & C-35 Bid Package #4 / Painting C-33 Bid Package #5 / HVAC C-20 Bid Package #6 / Electrical C-10 Time is of the essence. Each bid shall be accompanied by a bid security in the form of cash, a certified or cashier s check or bid bond in an amount not-less-than ten percent (10%) of the total bid price, payable to the DISTRICT. The DISTRICT reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process. All contractors and subcontractors must be registered with the DIR to submit a bid proposal for a public works project pursuant to Labor Code section 1725.5. As required by Section 1773 of the California Labor Code, the California Department of Industrial Relations has determined the general prevailing rates of per diem wages for the locality in which the work is to be performed for the Project. It shall be mandatory upon the successful bidder to whom the contract is awarded, and upon any subcontractor listed, to pay not less than the specified rates to all workers employed by them for the Project. The successful bidder and any listed subcontractor(s) of this Project are subject to the oversight, monitoring and enforcement of prevailing wage requirements by the Department of Industrial Relations, Division of Labor Standards Enforcement, and will be required to submit certified payroll records to the Labor Commissioner. No bidder may withdraw any bid for a period of sixty (60) calendar days after the date set for the opening of bids. Pursuant to Public Contract Code Section 22300, the Agreement will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the DISTRICT to ensure performance under the Agreement or permitting payment of retentions earned directly into escrow. Bidders must meet the specified requirements regarding Disabled Veteran Business Enterprise ( DVBE ) Programs. DVBE forms and requirements are included in the bid documents.
