Description | **As of August 2, 2022 this project has not yet been awarded. A timeline for award has not yet been established.** The project generally consists roadway improvements along Decatur Avenue, between Black Horse Pike and Franklin Boulevard. The project also includes stormwater improvements and the in-kind replacement of the sanitary sewer main and laterals. Sewer main improvements include approximately: 2,900 LF 8" diameter polyvinyl chloride sewer pipe, 1,650 LF 18" diameter polyvinyl chloride sewer pipe, 1,250 LF 6" polyvinyl chloride sewer pipe lateral, and 21 sanitary sewer manholes. Stormwater improvements include 90 LF 12" RCP, and storm sewer manhole. Roadway improvements include approximately: 2,300 CY excavation, 12,000 SY pulverized-in-place subbase, 3,400 TN HMA19M64 base course, 1,700 TN HMA9.5M64 surface course, 5,200 LF of concrete curb, 2,750 SY of concrete sidewalk, 950 SY concrete driveway, ADA accessible curb ramps, traffic striping, and any and all associated work. A summary of the bid results will be emailed to bidder by request. Bids must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope and addressed to Barry Ludy, QPA, 18 N. First Street, Pleasantville, New Jersey 08232 and plainly marked on the outside with the name and address of the bidder and the Project Title. Bidders are strongly encouraged to mail in their bid package. If bids are to be dropped off in person, it must be done by appointment in coordination with Pleasantville City Hall (609-484-3600, 18 N. First Street, Pleasantville). If a vendor determines that it is absolutely necessary to attend the official bid opening, please be advised that the City will enforce appropriate protocols of social distancing to limit exposure of pathogens. In order to limit the exposure of pathogens, the City will not be allowing vendors to immediately review any submission documentation at the opening. If a vendor requires information regarding the submissions, they shall contact the City Engineer's office (Jordan Rizzo) at (732) 462-7400. Each bid must be accompanied by a certified check or cash of not less than ten (10%) percent of the bid, but not more than $20,000.00, payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he will within twenty-one (21) days thereafter execute such contract and furnish satisfactory performance bonds. Upon failure to do so, he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cash. A bid bond in the amount of ten (10%) percent of the bid, but not more than $20,000.00, may be substituted for certified check or cash. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment. Each bid must also be accompanied by a certificate of Consent of Surety from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder be accepted they will furnish the bond set forth in the Instructions to Bidders and the acceptance of the bid will be contingent upon the fulfillment of this requirement. The City reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The City reserves the right to award this contract based on funds available. Bidders are required to comply with the requirements of Equal Opportunity Employment (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C 17:27), and N.J.S.A 10:5-31 et seq., all requirements of the State of New Jersey Workers Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occu-pational Safety and Health Act (OSHA)(29 CFR 1910), as amended with regard to worker and jobsite safety. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the City of Pleasantville, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. The City Council of the City of Pleasantville reserves the right to reject any or all bids if in its opinion it is in the best interest of the City to do so. |
