Description | This Invitation For Bid (IFB) will result in a Single Firm Fixed Price Contract Award for the Building 256 Resurface Running Track Requirement, Federal Law Enforcement Training Center, Glynco GA. This acquisition is a competitive acquisition set-aside for HUBZone entities. The Government will perform proposal analysis in accordance with Federal Acquisition Regulation (FAR) 14.408 when evaluating the offeror's proposal. The construction magnitude for this requirement is $500,000.00 to $1,000,000.00. The contract duration will be for a period not to exceed 180 calendar days after issuance of Notice to Proceed. The North American Industry Classification System (NAICS) Code for this solicitation shall be 238990, All Other Specialty Trade Contractors. A site visit has been scheduled for Tuesday July 26, 2022, at 10:00am. All personnel that are not currently badged will need to complete and return Day Pass applications for all attendees no later than July 22, 2022, at 10:00am. Please return to the attention of the Contracting Officer. Attendees should report to the commercial gate a minimum of 30 minutes prior to site visit start time to complete the badge application screening process; and will then proceed to Building 99 for the Site visit. Request for Information are due no later than, Friday, July 29, 2022 by 12:00p.m. (EST). 0001 Resurface the running track at Building 256, 1 JB repair drainage to the infield and expand the parking lot area. (FIRM-FIXED PRICE) Offerors shall provide a statement of compliance with FAR 52.222-50, Combating Trafficking in Persons, requirements and confirm subcontractors will accomplish a statement of compliance upon award. B - Supplies or Services/Prices See Continuation Sheet, Standard Form 1442. Also, please refer to Exhibit A for completion of the Bid Schedule and proposal breakdown C - Description/Specifications The work includes the resurfacing of the running track, repairing drainage and expanding the parking area of Bldg. 256, located on the Federal Law Enforcement Center in Glynco, Georgia. The current use of the track is for daily physical training and physical fitness testing. Resurfacing calls for the running track to milled and asphalt millings placed on site for repurposing. New asphalt will be installed with new binder course cement with a 1% pitch towards inside of track. Once new track is cured, new striping of lanes will be completed. Drainage improvements call for dirt excavation around the inside and outside of the track, and new concrete borders being poured around the running surface. Additional drainage repairs include the demo of two catch basins and approximately 200 feet of connecting pipe that leads to the center of the track. Once demo is complete, new catch basins will be installed along with new HDPE connecting pipe. Parking area improvements call for the demo of the existing rope fence and the installation of a new rope fence around the expanded parking area. The new parking area calls for removing existing topsoil, installing a weed barrier and spreading recycled crushed asphalt millings and new millings to complete the parking area. Hydroseeding will be needed around parking area. See Section J, Attachment 1 for the complete technical requirements associated with this action. D - Packaging and Marking Clauses D.1 Packing and Marking (a) All shipments of materials, equipment and/or supplies to the project site shall be addressed to the Contractor and not the U. S. Government. Preservation, packaging and packing shall be in accordance with standard practices for commercial packaging. (b) Government personnel are not authorized to accept deliveries for the contractor, nor are they responsible for off-loading shipments. A contractor representative must be present to accept deliveries. E - Inspection and Acceptance Clauses 52.246-12 Inspection of Construction. (APR 1996) F - Deliveries or Performance F.1 Existing Equipment, and Materials The Contractor shall coordinate any movement of equipment or materials with Project Manager in order to complete work. F.2 Occupancy of Premises The premises will be closed during the performance of the work. F.3 Submittals & Preconstruction Conference Submittals are due no later than 10 calendar days after award. For more information regarding submittals, please see Specification Section 01 33 00 Commencement, Prosecution, and Completion of Work. (APR 1984) The Contractor shall be required to (a) commence work under this contract within 1 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 calendar days after the date the Contractor receives the notice to proceed. The period of performance for the completion of this project is 180 days after the notice to proceed is issued.The time stated for completion shall include final cleanup of the premises. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
