Description

Intent to Propose Form Submission Deadline: 11/4/22 by 4:00 PM Engineering arc flash hazard analysis, mitigation & electrical safety program development nj transit is requesting Proposals from qualified Consulting firms to provide a comprehensive arc flash hazard analysis, mitigation & electrical safety program development. The goal of this RFP is to secure a Consultant that will conduct a comprehensive Arc Flash Hazard Analysis and a Short Circuit Analysis at NJ TRANSIT's facilities and report their findings. Consultant shall perform all tasks with composing an Arc Flash Electrical Safety and Training Program and deliver written and instructed training to required NJ TRANSIT personnel. All firms submitting Proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting Proposals from firms with the intention of awarding a contract to the organization(s) whose qualifications and Proposal offers the best value to NJ TRANSIT. Background information, project description, Scope of Services, instructions for Proposers and evaluation criteria can be obtained by contacting the Procurement Intake Unit at the address below or via email at intakeunit@njtransit.com. NJ TRANSIT will not hold an in-person meeting for the Pre-Proposal Conference. All interested firms are urged to participate. For video conference access information, please contact Veronica Vivanco-Otero by e-mailing VOtero@NJTransit.com by August 9, 2022. Upon confirmation of your firm's RSVP, NJ TRANSIT will forward an invitation for the video conference. Attendance at the Pre-Proposal Conference is highly recommended but not mandatory. Recipients of this RFP that do not attend may be at a disadvantage when submitting a Proposal. Potential Proposers will be required to download Microsoft Teams. prior to the PreProposal Conference, in order to access the web video conference and view the presentation. All interested firms are urged to participate. A Secure File Transfer Site (SFTS) via Microsoft OneDrive is being utilized to provide a secure method for facilitating file transfers from outside parties. Prospective Proposers are required to register as an interested party by completing the "Intent to Propose Form" (Exhibit 16) and submitting the Acknowledgement on or before September 6, 2022, at 5:00 P.M. and must be emailed to the attention of Veronica Vivanco-Otero by emailing VOtero@NJTransit.com. This form is required in order to submit a Proposal but does not bind a prospective Proposer in any way. Failure to timely submit the notice of intent may result in NJ TRANSIT rejecting any proposal later submitted. Proposers shall be responsible for the delivery of their Proposals. Late Proposals will not be considered. NJ TRANSIT may not award a contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44 for itself and any Subconsultant(s). In addition, Subconsultants shall not engage in the performance of any work under this contract without a valid business registration certificate. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. regarding Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises, in accordance with the Department of Transportation (DOT) Regulations 49 C.F.R., Part 26, shall have the maximum opportunity to participate in the performance of this contract. All proposals, contracts, laws and related documentation will be subject to the financial assistance contract between the project sponsor and the U.S. Department of Transportation, under the Federal Transit Act of 1964, as amended, based upon availability of funds.
