Description

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES This is a Request for Qualifications (RFQ) to provide Engineering Services for the Greene County Board of Supervisors-Asbestos Abatement, Demolition, Disposal and Rehabilitation of Abandoned Factory Project (HB 1353, 2022 Regular Session). This state appropriation, in conjunction with potential United States Department of Housing and Urban Development (HUD) funding, will be utilized for project management and environmental services related to the demolition, disposal, and rehabilitation of an approximately 125,000 square feet abandoned manufacturing building and the approximately 5-acre site on which it is located. Those desiring consideration should submit one original and five (5) copies of the RFQ which must include the following; 1) Letter of Interest, 2) Statement of Qualifications (SOQ) not to exceed twenty (20) pages printed on one side in a standard twelve (12) point font with one (1) inch margins, and 3) Part I of Standard Form (SF) 330 (available at website). SOQs should be clearly marked on the outside "Request for Qualifications- Asbestos Abatement, Demolition, Disposal, Rehabilitation Project, Greene County, MS". The authorized signee can be a handwritten blue ink signature. The contract will be awarded to the candidate whose RFQ packet is written within a competitive range and determined to be the most advantageous to Greene County. Major factors for consideration are; 1) asbestos/environmental experience, 2) experience with asbestos demolition, disposal, and rehabilitation projects, 3) capacity to complete the project in a timely manner, and 4) demonstrated experience with administrative and technical requirements from the Mississippi Department of Finance and Administration (DFA), the United States Department of Housing and Urban Development, and Mississippi Department of Environmental Quality. The five (5) evaluation factors and corresponding point values are: 1. Qualifications of designated project manager, principals and professionals to be assigned to the project (22 points); 2. Experience of the individual or firm including types of projects and project activities undertaken (22 points); 3. Capacity of individual or firm to meet project schedules and timelines to accomplish project phases considering current and planned workload and time estimate (22 points); 4. Individual or firm's experience in managing and administering projects involving the DFA and federal agencies' funding; (22 points); and, 5. Individual or firm's familiarity, if any, with the project conditions and experience in facilitating communications between public bodies and federal and State of Mississippi agencies (12 points). The engineer shall perform all necessary services for overall project management and successful implementation in accordance with all state appropriation requirements through the DFA and federal requirements. The project includes but may not be limited to, the following activities: 1. Assisting the County in coordinating with DFA, MDEQ and possibly HUD, 2. Performing facility/site assessment, 3. Completing asbestos abatement/demolition design plans, 4. Prepare and distribute construction bid packets (ensuring that all DFA and Federal requirements are met in contract preparation); 5. Assist in bid opening and prepare bid tabulation to meet DFA and possibly HUD requirements; 6. Conduct pre-demolition/disposal conference with contractor(s), County, DFA and MDEQ representatives as appropriate, documenting files with minutes of meeting; 7. Conducting project oversight and testing; and, 8. Conduct work-in-progress inspections with quarterly reports to the Board of Supervisors and DFA, and approving any and all partial payment requests. All work must fully comply with all relevant federal and State of Mississippi rules and regulations by personnel properly certified by the Mississippi Department of Environmental Quality. RFQs will be evaluated by a Selection Committee appointed by the Board of Supervisors using the above criteria based solely on information provided in the RFQ. The Selection Committee will evaluate all complete proposals received on or before the deadline as follows to determine the best respondent: 1) Qualifications-22, 2) Experience-22, 3) Capacity-23, 4) Project Management/Administration-22; and 5) Site Knowledge/Communication-12. Total: 100 Points. The Selection Committee will make a recommendation to the Greene County Board of Supervisors prior to their regularly scheduled September 6th, 2022 Board meeting. The Board of Supervisors will negotiate to determine a mutually satisfactory contract first with the offeror receiving the highest number of total points from the Selection Committee's evaluation. A contract will be offered to the qualified offeror whose proposal is most advantageous to Greene County. The Greene County Board of Supervisors reserves the right to reject any and all proposals.
