Description | This project is to receive $7.5 million in funding. Per the owner, as of August 2, 2022 the design work is being done in part by David Evans and Associates and in part with in-house staff. The owner states that construction will hopefully begin in 2023 providing funding is available. Closed solicitation has been included below for reference. ......... Submittals received later than 10:00 AM, December 3, 2021, may not be considered. The City of Bellevue Transportation Department (City) solicits interest from consulting firms with expertise in geotechnical, environmental, civil, landscaping, urban design, and structural engineering design. Consultants will be considered for the Eastrail Trail Connection at Spring Blvd Design Support Services Contract. Project Description The work to be performed by the Consultant consists of providing design support services for the Eastrail Trail Connection at Spring Blvd project. City Staff will be leading the civil, drainage and electrical disciplines of the project The following are the anticipated services: o Provide geotechnical site investigation and report. o Provide a wall alternatives report and complete design for wall system to support the trail. o Provide a bridge alternatives report and complete design for a bridge to support the trail. o Provide support for obtaining project permits, hydraulic modeling (if needed) and identify wetland mitigation requirements (if any). o Provide design for landscaping, irrigation and any wetland migration. o Develop concepts for and provide plans urban design See Attachment "A" of the RFQ for more detailed Scope of Work information. The project is partially funded by the Federal Highway Administration grants. All invoicing for the design work and time shall be tracked by location limits of each grant for accounting purposes. All services that are contracted through this RFQ will be in accordance with the WSDOT Local Agency Guidelines (LAG) Manual and with pertaining FHWA regulations and requirements. The Professional Services Agreement with the successful Consultant firm will conform to all requirements outlined in the Using Consultants chapter of the WSDOT Local Agency Guideline (LAG) Manual. All design work, deliverables and plans submitted to the City shall adhere to all guidelines and requirements outlined in the City of Bellevue Design Plans, Specifications, and Estimates (PS&E) Submittal Requirements. Any Proposer not approved on the roster before the submittal due date may, at the City's discretion, be considered non-responsive. The City reserves the right to reject any or all submittals and to waiver irregularities and informalities in the submittal and evaluation process. The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort Consultants have spent on their responses. This RFQ does not obligate the City to pay any costs incurred by Consultants in the preparation and submission of their Submittals. Furthermore, this RFQ does not obligate the City to accept or contract for any expressed or implied services.
