Description | No bids were received. Project will be re-advertised in the next two weeks. Questions pertaining to the drawings and specifications must be submitted in writing only to the City of Columbus, ATTN: Nick Domenick, P.E. via email at NJDomenick@columbus.gov prior to December 14th, 2022 at 5:00 p.m. local time. Any questions regarding the bidding process may be sent electronically to DPUConstructionBids@columbus.gov. No phone calls will be accepted. All work shall be substantially complete within 365 calendar days of the Notice to Proceed, with final completion to occur within 455 calendar days. The City anticipates issuing a Notice to proceed on or about May 22nd, 2023. MBE/WBE GOAL FOR THIS CONTRACT: 15% The City reserves the right to reject a bid it deems non-responsive. Factors used to determine responsiveness are included in Columbus City Code Section 329, throughout the IFB, Special Provisions, and in the current edition of the City of Columbus Ohio Construction and Material Specifications cited in this IFB as applicable to this bid, and, if necessary, in its Supplemental Specifications. Form shall be completely and properly filled in. If form is incomplete, the Architect/Engineer reserves the right to reject and return form to Bidder for completion and compliance with this section. Revised forms shall be submitted no later than the seven (7) days prior to the Bid opening date . Violation; liability for unpaid wages; liquidated damages. In the event of any violation of the clause set forth in paragraph (b)(1) of this section the contractor and any subcontractor responsible therefore shall be liable for the unpaid wages. In addition, such contractor and subcontractor shall be liable to the United States (in the case of work done under contract for the District of Columbia or a territory, to such District or to such territory), for liquidated damages. Such liquidated damages shall be computed with respect to each individual laborer or mechanic, including watchmen and guards, employed in violation of the clause set forth in paragraph (a)(1) of this section, in the sum of $10 for each calendar day on which such individual was required or permitted to work in excess of the standard workweek of forty hours without payment of the overtime wages required by the clause set forth in paragraph (b)(1) of this section . Withholding for unpaid wages and liquidated damages. The subrecipient, upon written request of the EPA Award Official or an authorized representative of the Department of Labor, shall withhold or cause to be withheld, from any moneys payable on account of work performed by the contractor or subcontractor under any such contract or any other Federal contract with the same prime contractor, or any other federally-assisted contract subject to the Contract Work Hours and Safety Standards Act, which is held by the same prime contractor, such sums as may be determined to be necessary to satisfy any liabilities of such contractor or subcontractor for unpaid wages and liquidated damages as provided in the clause set forth in paragraph (b)(2) of this section. If the foregoing bid shall be accepted by the City of Columbus, Ohio, and the Bidder shall fail to execute a satisfactory contract as stated in the IFB and the current edition of City of Columbus Ohio Construction and Material Specifications Manual, then the City may, at its own option, determine that the Bidder has abandoned the Contract, and thereupon this Bid shall be null and void, and the bid guarantee accompanying this bid shall be forfeited to and become the property of the City and shall be paid to the City as stipulated for liquidated damages, otherwise the bid guarantee accompanying this Bid shall be returned to the undersigned as specified herein.If the foregoing bid shall be accepted by the City of Columbus, Ohio, and the Bidder shall fail to execute a satisfactory contract as stated in the IFB and the current edition of City of Columbus Ohio Construction and Material Specifications Manual, then the City may, at its own option, determine that the Bidder has abandoned the Contract, and thereupon this Bid shall be null and void, and the bid guarantee accompanying this bid shall be forfeited to and become the property of the City and shall be paid to the City as stipulated for liquidated damages, otherwise the bid guarantee accompanying this Bid shall be returned to the undersigned as specified herein. NOW, THEREFORE, THE CONDITION OF THE ABOVE OBLIGATION IS SUCH, THAT IF THE BID OF the Principal for all the work as stipulated in said Bid, including all the work incidental thereto, in accordance with the drawings and specifications provided thereof, all within the City of Columbus, is accepted by the Obligee and a Contract awarded to the above named Principal, and the said Principal shall within ten (10) days after Notice of Intent to Award enter into a Contract in writing, and furnish the required Contract Performance and Payment Bond with surety or sureties, approved by the City, then this obligation shall be null and void; otherwise, the same shall be in full force and virtue by law, and the full amount of this Bid Bond will be paid to the City of Columbus, as stipulated or liquidated damages The Work, in general, consists of the construction of a new air quality control facility, including a biofilter, fan building, 12-inch water main extension, private utilities, yard piping and site improvements in accordance with the plans and specifications set forth in the Invitation For Bid. The construction site and certified address is as follows: 7234 Blacklick Ridge Boulevard Blacklick, OH 43137 The MBE/WBE Goal for this project is: 15% ** All work shall be substantially complete within 365 calendar days of the Notice to Proceed, with final completion to occur within 455 calendar days.
