Shall be directed by the Engineer in charge (hereinafter as Engineer in charge, E. I.C. or Engineer), and said Engineer shall either be the City Engineer, or an Engineer, Architect or Construction Manager hired by City, whichever the case may be. All items of work in this contract shall be governed by the New York State Department of Transportation specifications unless explicit instructions are included in these contract documents for any item of work.
