Description | **As of November 28, 2022, project was awarded to Fernandes Construction Inc, awarded amount is $347,073.23.** NOTICE is hereby given that sealed Bids, as that term is defined in the Contract Documents referenced herein, shall be received by the Borough Clerk of the Borough of Spring Lake Heights for the following project: OCEAN ROAD IMPROVEMENTS. Bids must be made on the Proposal Forms to be furnished in the manner designated therein and required in the Specifications and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Borough Clerk, 555 Brighton Ave. Spring Lake Heights NJ 07762. The sealed envelope/package clearly marked with the project name "OCEAN ROAD IMPROVEMENTS" and delivered to the Clerk by the date and time indicated above. The Scope of work to be performed under this contract shall include, but not be limited to, Milling and Overlay of existing roadways, miscellaneous concrete curbing and the construction of handicapped accessible ramps in various locations as detailed in the schedule shown on the plans. The proposed work shall include removal of sufficient existing concrete sidewalk sections to be able to achieve the correct maximum slopes on the approaches to the ramps, construction of depressed curbs, construction of new sidewalk and ramps, including installation of the detectable warning surfaces, restoration of adjacent disturbed areas (asphalt and vegetative areas), and other incidental construction as indicated on the drawings and described in the Specifications. The Scope of Work shall also include site restoration and reseeding of disturbed landscaped areas, and/or other incidental construction as shown or indicated on the plans and/or as described in the Specifications. The term of Contract for the Work shall be for a period anticipated to commence upon the Owner's issuance of a "Notice to Proceed" to the Contractor. Bids shall be hand written on the form furnished by the Borough in the Proposal Section of the Contract Documents, as that term is defined in the Contract referenced herein, and prepared and submitted in the manner designated. In the event that a potential bidder obtains the Contract Documents in any manner other than as specified herein, the Borough will not have the contact information of the potential bidder for purposes of issuing bid addenda, if any. The non-receipt of any addenda (in the event that any addenda are issued) and the failure of the bidder to acknowledge receipt of any and all addenda at the time of bid shall be considered a fatal defect in such Bidder's submission and said bid shall be immediately rejected. Therefore, if a potential Bidder obtains the Bid Documents in any manner other than specified herein, said Bidder shall promptly provide written notice to the Borough accordingly. Submission of a proposal without the required bid bond shall be considered a non-responsive bid and shall be rejected. A certified check, cashier's check, or Bid Bond in the amount of ten percent (10%) of the Bid, as specified by the Bid submitted by the Bidder, but not in excess of $20,000.00 whichever is lower, must be submitted with the bid as a guarantee that if a contract is awarded by the Borough, the Successful Bidder shall execute the Contract required by the Contract Documents. Where the Contract Documents so require, a Consent of Surety in the amount equal to 100% of the bid shall also be required. The surety or sureties issuing any Bid Bond and/or Consent of Surety as required by the Contract Documents shall be licensed and/or authorized to transact business in the State of New Jersey and shall be acceptable to the Borough. Contractor shall be required to comply with the requirements of the Law Against Discrimination, N.J.S.A. 10:5-31 et.seq. and the Equal Employment Opportunity and Affirmative Action Rules set forth at N.J.A.C. 17:27-1, et.seq. and the Americans with Disabilities Act of 1990, 42 U.S.C. 12.101 et.seq., as applicable. Additionally, a copy of the Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue, for the Bidder and subcontractors must be submitted prior to award of the Contract in conformance with N.J.S.A. 52:32-44. The Successful Bidder, as that term is defined in the Contract, shall be required to comply with all provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25. et.seq, as applicable, and all other Applicable Laws. Bids shall be accompanied by all information requested in the Contract Documents and shall be enclosed in a sealed envelope addressed to the Borough Clerk, bearing the name and address of the Bidder, and designated as follows: "OCEAN ROAD IMPROVEMENTS" The Borough expressly reserves the right to reject any and all bids and/or to waive informalities in accordance with the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et.seq. |
