RFQ Design - Mental Health Recovery Facility

STEP 1 - The Unified Government of Athens-Clarke County is issuing this REQUEST FOR QUALIFICATIONS (RFQ) to identify potential providers of the above-mentioned services. Some firms that respond to this RFQ, who are determined by the Evaluation Committee to be especially qualified, may be deemed eligible and may be invited to interview and offer price proposals for these services. All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow the instructions carefully. STEP 2 - Shortlisted Firms will be asked to submit comprehensive Design Professional Price Proposal Schedule and attend interviews as instructed in the Request for Proposals (RFP). Shortlisted Firms will be those firms determined by the Evaluation Committee to be especially qualified to perform as the Design Professional for this portion of the Project in accordance with the qualification criteria herein. Offerors shall acknowledge this project may experience a pause after the completion of conceptual plan design and preliminary cost estimate development. The successful Design Professional will be determined from the qualifications, interviews and price proposals received. The Total Project Budget currently stands at $5 million but ACCGov acknowledges that additional funding is needed for the full project buildout. Additional grant and/or other funds are continuously being sought to increase the project budget. The Project Concept documents will be used, by the design team, to be determine an appropriate Project Budget after the Project Concept is approved. The Project Concept documents will be used in fund raising efforts in attempts to build the full concept at one time. However, project phasing is a possibility. The estimated range, of design fees, for this project is between $300,000 and $600,000. The Unified Government of Athens-Clarke County reserves the right to reject any and all proposals, to waive any technicalities or irregularities, and to award the contract based on the highest and best interest of the Unified Government of Athens-Clarke County. The method of Contractor Selection has not been determined at this time.
