The Technical Proposal and Price Proposal are due at the same time in separate sealed envelopes. The Price Proposals will be evaluated after the Technical Proposals are evaluated and ranked. Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. The contractor or supplier who provides materials, supplies, equipment, and/or services for this construction project shall attempt to achieve the result that a minimum of 6 percent of the total contract value is made directly or indirectly from certified minority business enterprises. All general contractors and subcontractors, including certified MBE firms, when bidding as general or prime contractors are required to attempt to achieve the MBE subcontracting goals from certified MBE firms approved by the Maryland Department of Transportation (MDOT). The contractor or supplier agrees to make a good faith effort to carry out the MBE requirements of this contract in a manner which is consistent with the efficient performance of the project. Prevailing Wage Rates are applicable to this project per the State of Maryland State Finance and Procurement Article, Section 17.201 through 17.226 and CoMAR 21.11.11. Work consists of partial roof replacement and partial roof restorations per the bidding documents. Approximately 519.2 squares. 50% restoration / 50% replacement. Start Date: After June 15, 2023 Completion Date: August 18, 2023 Bids received after that time will not be accepted, regardless of when they were mailed or given to a delivering carrier. Each Bidder shall deposit with his proposal a Bid Bond in the amount of Ten Percent (10%) of the Base Bid. The form of the Bid Bond shall be AIA Document A310 Bid Bond - 1970 edition or equivalent. A Performance Bond and Labor and Material Payment Bond, in the full amount of the contract award shall be provided by the successful bidder prior to the execution of the contract. Bond Requirements are for projects greater than $100,000. (Bid Bonds and Payment and Performance Bonds are not required for Bids below $100,000.) No Bidder may withdraw their bid within ninety (90) days after the date and time of bid opening. The Board of Education may extend the time and place for the opening of bids by facsimile notification to those known general contract bidders who have obtained copies of the plans and specifications through the Printer. The Board of Education of Wicomico County reserves the right to reject any or all bids and waive formalities, informalities, and technicalities therein. The Board reserves the right to contact a Bidder for clarifications and may, at its sole discretion, allow a Bidder to correct any and all formalities, informalities and technicalities in the best interest of the Board. The Board reserves the right to utilize existing Board or Cooperative contracts in the best interest of the Board. The Board reserves the right to evaluate existing Board or Cooperative contracts as Bids in the best interest of the Board. The Work of Project is defined by the Contract Documents and consists of the following: 1. Restoration of portions of existing roofing. 2. Replacement of portions of existing roofing. 3. Other work as indicated. The bidder shall submit all questions in writing to memiller@wcboe.org prior to making a proposal. The IFB number should appear in the subject line. All questions should be submitted no later than October 7, 2022. Questions received after this date may not receive an answer.
