Description

Housing Resources of Western Colorado (HRWC) is inviting you as a supplier to bid on materials to be used in the Region 4 Colorado Weatherization Assistance Program serving Archuleta, Delta, Dolores, Gunnison, Hinsdale, La Plata, Mesa, Montezuma, Montrose, Ouray, San Juan and San Miguel Counties. Purchased materials must meet or exceed the Material Standards issued by the Colorado Energy Office. Copies of these standards are available upon request. HRWC is required to comply with The Hazard Communication Standard, 29 CFR 1910.12. Copies of this standard are also available upon request. Information regarding hazardous chemicals must be provided to HRWC via Safety Data Sheets (SDS) and product container labeling. SDS are not required for non-hazardous materials. Bids on materials will be considered price effective for the duration of the weatherization contract through June 30, 2023. HRWC agrees to renegotiate prices due to market changes and/or cost-of-living increases one time only during the program year. Negotiated prices shall be put into written form as an amendment to the original contract and signed by all parties hereto. Amendments may extend the contract for up to one year. HRWC does reserve the right at the time of negotiation to compare the new pricing to others on the open market. If HRWC determines that current market prices are more favorable, products will be selected based on price, quality, quantities purchased, delivery time and agency convenience. Purchases will be made using PO numbers. You will be required to sign if you are selected as one of our suppliers. HRWC reserves the right to contract materials with one or more suppliers for the same materials, depending on job location or availability and to reject any and all bids. In the procurement of supplies, equipment and services by HRWC or its subcontractors, no employee shall participate in the selection or in the award or administration of a contract if a conflict of interest, real or apparent, would be involved. Such a conflict would arise when the employee, officer or agent, any member of his/her immediate family, his/her partner, or an organization which employs, or is about to employ, or any of the above, has a financial or other interest in the supplier or subcontractors selected for award. Officers, employees or agents of HRWC and its subcontractors shall neither solicit nor accept gratuities, favors of any monetary value from parties or potential parties to contracts. Unsolicited items provided as gifts are not prohibited if the intrinsic value of such items is nominal.
