Description

The City's Housing Element and Safety Element were last revised and adopted in 2013 as part of the Burbank2035 General Plan Update. The Housing Element was deemed in compliance with State Housing Element law by the State Department of Housing and Community Development (HCD). It is scheduled to be updated in 2020. The purpose of this project is to update the Housing Element and Safety Element to be internally consistent with the City's Burbank2035 General Plan and in compliance with State statutes. In regards to the City's Housing Element this effort includes completing the planning and update process in order to be certified by HCD by October 2021. Evaluation of 2014-2021 Housing Element. Consultant will be required to review and evaluate the current Housing Element and its programs, including: - A discussion of the effectiveness of the housing program and policies; - A comparison of projected results from the adopted Housing Element to actual accomplishments; - A summary of how these results are important to a revision of the Housing Element; and, - An evaluation of existing Housing Element in comparison to current State Housing Law, which includes an assessment of the effectiveness and appropriateness of the current Housing Element policies and programs and identification of any barriers to implementation. The method of Contractor Selection has not been Determined at this time.
