Description | Bid Opening Date changed from "01/17/2023 02:00:00 PM" to "01/31/2023 02:00:00 PM" WOU seeks Proposals from qualified general contractor/construction managers to construct an underground utility tunnel for steam distribution and other utilities. Proposals must demonstrate a clear grasp of the Project requirements and will be evaluated on the criteria described in this solicitation document. Scope of Work: WOU seeks Proposals from qualified general contractor/construction managers to construct an underground utility tunnel for steam distribution and other utilities. Proposals must demonstrate a clear grasp of the Project's requirements and will be evaluated on the criteria described in this solicitation document. WOU has retained the design team of Systems West Engineers and KPFF to design the project, which generally includes: o Campus steam distribution piping replacement and construction of up to 2000 feet of underground utility tunnel along Monmouth Avenue from campus steam plant to the termination point south of Peter Courtney Wellness Center on Jackson Street. Where budget constraints do not afford tunnel construction, direct bury steam and pumped condensate piping o Tunnel access ways for service personnel and materials. o Construction of required supporting systems within tunnel for housed contents, including plumbing, mechanical, tunnel ventilation systems, and electrical requirements. o Modifications of existing roadways, sidewalks, and landscaping to facilitate installation of tunnel and piping systems. o Modification or re-routing of existing buried utilities affected by tunnel construction. o Provide low pressure steam distribution and pumped condensate distribution and branch connections to existing buildings served. Pre-construction services include the following: o Collaborate with the owner and design team to determine project constraints and possibilities. o Prepare construction estimates and assist with selecting project priorities relative to available funding. o Participate in multiple design collaboration sessions and review meetings. o Assist the design team with the following: o Maximizing the extent of tunnel construction for steam service replacement with available funding. o Selection of suitable construction materials based on availabilities, costs, and options. o Project construction phasing and work sequencing recommendations. o Constructability reviews and recommendations that optimize design decisions that maximize realization of Owner's goals. Additional Considerations: 1) Describe company approach to pre-design services and how to best provide value prior to completion of design. 2) Please provide statement of major challenges for project on active campus, replacing active energy distribution systems through a primary arterial roadway. 3) Describe experiences with similar projects involving campus steam distribution, utility tunnels, and similar infrastructure.
