Description

The Ohio Bureau of Workers' Compensation (BWC) is seeking architecture/engineering (A/E) services in support of several projects that will be managed by a Construction Manager at Risk (CMR). The WGB is located at 30 West Spring Street in Columbus, Ohio. Built for both the BWC and the Ohio Industrial Commission (OIC) between 1988 and 1991, the building has 33 above-grade stories and two basement levels. The building is just over one million gross square feet, and there are 13 different roof levels. Work consists of the following: Replacement of failed cast iron piping in the domestic plumbing system. BWC is in the process of having the plumbing stacks scoped to determine the extent of piping to be replaced. Once that report is available, it will be shared with the CMR. This work has a completion goal of Fall 2023. The building also requires repairs and/or reconstruction of parapets and flashing details at certain glazing systems and louvers to address long-standing water penetration issues. Based on analysis done to date, the inverted roof membrane assembly (IRMA) appears to be in excellent condition. The concrete topping slab does not show excessive wear or cracking, and the control joint caulking has been well-maintained since the building opened. The completion goal for this work is June 30, 2023. The front and rear lobbies need updates and improvements, with the primary focus being the removal of one escalator and the modernization of another in the rear (north) lobby. Two sets of building original escalators still serve the second floor, and these escalators are past their end of life. When the building opened in 1991, the rear lobby served as the main access point to a cafeteria on the west side of the second floor. This cafeteria ceased operations years ago, which greatly reduced the demand on the escalators. As such, this project will remove the west escalators and replace them with ornamental stairs. On the east, an in-truss escalator modernization is contemplated. The primary landing of the ornamental stair will tie into the existing mezzanine level, and below that, spaces will be created to serve as a placeholder for a future coffee venue and storage areas. The fit-out of these spaces will be budget dependent, and the final tenant improvements may be part of a future phase or separate project. In addition to the escalator/stair scope, this project seeks to update the outdated lobby interiors. This includes infilling recessed fountain basins at the atrium wall to create usable floor space, updating interior finishes (including railings) and installing new electrical devices (convenience outlets and possibly flat screen monitors) and lighting. It will also include some new mechanical systems to address on-going HVAC issues in the main lobby. Besides serving as the main entry point to the Nationwide atrium to the north, the rear lobby serves those attending meetings on the second level. Those meetings include the monthly BWC's Board of Directors meeting, so this project will be highly visible to all BWC executives and all WGB agencies' staff and their visitors. Proper phasing of this project to maintain both vertical transportation to the second floor and pedestrian traffic flow through the lobby will be critical. BWC has developed a rear lobby conceptual design package to convey the design vision for the ornamental stair and general updates. This package will be used to guide the design/construction documents process for the lobby improvements. The goal is to complete the lobby renovations by end of Spring 2025. In addition, this project will address miscellaneous damaged finishes as well as electrical, plumbing and HVAC items as needed.
