Description

As of August 11, 2022, this project is in the conceptual phase. An engineer has not been selected. The owner expects to award late September/early October 2022. Although a firm timeline for construction has not been determined, construction is not expected to start prior to August 2023. *The closed solicitation has been included below for reference: Winston-Salem/Forsyth County Utilities (WSFC Utilities) is seeking qualified consultants to perform various engineering services related to facilities and infrastructure owned, operated, and maintained by WSFC Utilities. Those facilities are: o R. W. Neilson Water Treatment Plant - 48 MGD capacity o P. W. Swann Water Treatment Plant - 25 MGD capacity o R. A. Thomas Water Treatment Plant - 18 MGD capacity o Archie Elledge Wastewater Treatment Plant - 30 MGD capacity discharging into Salem Creek o Muddy Creek Wastewater Treatment Plant - 21 MGD discharging into the Yadkin River o Collection System - Approximately 1,800 miles of piping which includes 45 sewage lift stations o Water Distribution System - Serves more than 370,000 customers via 14 tanks, seven pumping stations and approximately 2,300 miles of water mains. WSFC Utilities is interested in obtaining the professional engineering services of consulting firms to provide as needed support for various departmental projects for an initial period of three (3) years with two (2) one-year optional extensions. A master services agreement to include scope of services, fee, and schedule will be negotiated for each specific potential project identified. The City Manager is authorized to execute service agreements for projects with fees of less than $100,000. If a project has an anticipated fee above $100,000, award by the Utility Commission will be required to authorize before a master services agreement can be executed. WSFC Utilities will maintain sole discretion in assigning projects, if any, to selected consultant(s) throughout the contract period Note that the 10% goal for participation by minority and women-owned businesses established for this service applies to each project (including construction administration services). Firms must identify in the introductory letter of their proposal which category or categories of services for which they wish to be considered; along with the number of full-time employees employed with the firm (excluding temporary employees, subcontractors, etc.). Firms will be classified as either large or small based on the number of employees. Firms that employ less than 50 employees will be considered "small".
