Description

Project No.: 20220765.001A 2339-019 In general, the complete Work will provide the Owner with Contract No. 1 Phase 1 WWTP Improvements for the existing Paris Wastewater Treatment Plant. More specifically, the project includes, but is not limited to the following: Construction on the existing WWTP site includes a new primary influent flow splitting structure, two new primary clarifiers and a primary sludge pump station, new aeration basins including a new blower facility, new mixed liquor splitter structure, new final clarifier, new RAS/WAS pumping station, a new electrical building with electrical distribution and standby power generator, a solids dewatering facility with an adjoining solids offloading and processing area, an additional electrical building near the dewatering facility, a plant non-potable water pumping facility, and a recycle flow pump station. WWTP rehabilitation items include rehabilitation of three final clarifiers, scum pump station, and two solids holding tanks and connected sludge pumping station. The project includes demolition, new auxiliary support facilities, and facility enhancements throughout the facility. The project includes an associated array of piping enhancements and civil/yard enhancements, together with electrical, instrumentation, and control enhancements to develop a complete and functional facility. Bidder agrees that the Work will be substantially complete within 720 calendar days Bids will only be received from pre-qualified bidders. The pre-qualification process which qualifies acceptable bidders has been closed. Only pre-qualified bidders who were notified of their successful pre-qualification by the City of Paris will be allowed to bid. Bids will only be received for a single prime contract. Bids shall be on a lump sum basis, with alternate bid items as indicated in the Bid Form. DIRECT ALL QUESTIONS REGARDING DISTRIBUTION OR DESIGN of Contract Documents for this project to Tommy M. Lyvers, P.E., 214-451-2973, tmlyvers@garverusa.com or electronically. Only those Bids submitted by pre-qualified Bidders determined by the Owner to be qualified will be considered. Bids received from Bidders who are not pre-qualified will be returned. Bids from pre-qualified bidders shall be accompanied by either a Bid Bond or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price, payable without recourse to the City of Paris as a guarantee that the pre-qualified bidder will, within 10 days after notice of award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100% of the Contract Price, from a surety licensed to conduct business in Texas and named in the current list of Surety Companies Acceptable on Federal Bonds as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an A minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current Bests Key Rating Guide, Property-Causality. Each Bond shall be accompanied by a Power of Attorney authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond. The successful pre-qualified bidder shall furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Texas to act as surety, or other surety or sureties acceptable to the Owner. Bids shall remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible, pre-qualified bidder or reject any or all bids for the project. The City of Paris reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the City of Paris, and to reject nonconforming, nonresponsive, or conditional bids.
