Description | The bids are for a single Prime Contract (civil, general, mechanical and electrical combined) for a new one (1) story, non-separated mixed use community center on the current property of the Davenport Public Library, Fairmount Street Branch. The stand-alone community center will be approximately 4,377 SF and include an entrance vestibule, lobby and reception area, private office, kitchenette, half-court sized basketball court, an open multi-purpose space, storage, utility, and restrooms. Awards of Contract is anticipated to commence on or about April 28, 2023. Work may begin immediately following execution of the agreement and is scheduled to be Substantially Complete by March 7, 2024, in one phase as shown on the Contract Documents. . Liquidated Damages of $500.00 per day will apply to this project. Liquidated damages will begin two weeks after the scheduled date of Substantial Completion and are further defined in the Contract Documents. A public hearing will be held at 226 W. 4th, Davenport, Iowa, at 5:30 p.m., on February 15, 2023, at which time and place any person could have appeared and filed objections to the proposed plans, specifications, form of contract, and the estimated cost of said project Bidders and Sub-bidders requiring interpretation of the bidding documents or substitution requests are required to make an electronic written request to the City's Purchasing Division by 5:00 p.m. local time, seven calendar days prior to the date for receipt of Bids Clarifications or modifications of the Bid Documents will be addressed via Addendum by 3:00 p.m. local time five calendar days prior to the date for receopt of Bids. Be advised that any conversation(s) in reference to this bid between bidders and any City employee, City official, or City Representative, outside of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will result in removal of the vendor from the bidder's list and rejection of the vendor's bid. The only official position of the City is that position which is stated in writing and issued by the Purchasing Division. No other means of communication, whether written or oral, shall be construed as a formal or official response statement. Direct all correspondence through the City's Purchasing Division. Correspondence sent to the Architect will be ignored. Bid security in the amount of 5% of the total bid in the form of certified check, credit union share draft, or surety bond written on an original AIA Document A310, Bid Bond, is required for this project at the time of Bid. The successful bidder will be required to provide surety Performance and Payment Bonds in an amount equal to one hundred percent (100%) of the Contract Sum. Interested bidders shall complete all requirements and submit all documents via the website Nonresident bidders shall comply with Iowa Code Section 73A.21, subsection 4. In accordance with, Chapter 73A, Code of Iowa, when a contract for a public improvement is to be awarded to the lowest responsible bidder, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. In accordance with Chapter 156, Iowa Administrative Code the public body shall request a statement from each bidder regarding the bidder's resident status. The statement shall be on the form designated by the commissioner. The statement shall require the bidder to certify whether the bidder is a resident bidder or a nonresident bidder. In the case of a resident bidder, the statement shall require the resident bidder to identify each office at which the resident bidder has conducted business in the state during the previous three years and the dates on which the resident bidder conducted business at each office. In the case of a nonresident bidder, the statement shall require the nonresident bidder to identify the nonresident bidder's home state or foreign country as reported to the Iowa secretary of state, to identify each preference offered by the nonresident bidder's home state or foreign country, and to certify that, except as set forth on the form, there are no other preferences offered by the nonresident bidder's home state or foreign country. The award of the contract may be made by June 29, 2022 to any responsible bidder or bidders offering suitable supplies, equipment and/or service at the lowest price taking into consideration the quality of materials or service in the best interest of the Owner. The right is reserved to reject any and all bids, or any part thereof, and to waive informalities, and to enter into such contract or contracts as shall be deemed in the best interest of the Owner. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa. |
