This procurement is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System Code (NAICS) is 236220. The size standard for Small Business is $39.5M average revenue for the three previous years. The project magnitude is betw een $250,000 and $500,000.00. Aw ard w ill be made to the responsible bidder w hose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT: 2.1. A pre-bid conference will be conducted on 9 August 2022 at 10:00AM AKST for the purpose of briefing on the bid requirements and answering questions regarding this solicitation. Interested parties without base access will meet at the JBER Boniface Gate Pass & ID Office one (1) hour prior to the site visit meeting to secure access to the installation. 176WG CE personnel (Mr. Gerald Romig and/or 1st Lt Abigail McSorley) will be present to process day passes for attendees. Interested Contractors are highly encouraged to attend the pre-bid conference. The location for the pre-bid conference is the 176WG CES parking lot at 7252 Gibson Ave on JBER-Elmendorf. After the prebid conference, attendees will follow 176CES personnel to the construction site located on the 176WG Campus. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS: 3.1. Submit all questions in the format shown below by email to the contracting office at the addresses show below. Do NOT contact AE or Engineering personnel directly. Doing so will only delay your answer. All questions must come through the Contracting Office. Hand carried bids must be deposited in the repository or otherwise in the possession of 176WG Contracting personnel prior to the time established for opening of bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor's pass to enter the facility and should allow time to accomplish this if planning to submit a bid at the bid repository located at 7252 Gibson Ave. See instructions for obtain access to the base in the Site Visit instruction. Follow the same instruction for obtaining entry to hand carry bid. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid "late" in accordance with FAR 14.304. 4.2. The bid opening will occur at the time and date specified in Block 13 of the SF1442 in the 176CES Conference Room at 7252 Gibson Ave, JBER, AK. All interested offerors and their major subcontractors are encouraged to attend the bid opening. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid "late" in accordance with FAR 14.304. 5. WAGE DETERMINATION: 5.1. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract. *The value for this project is based on a financial range.
