Description | The goal of the environmental services the City seeks through this RFP is to assist in the oversight and interpretation of all the regulatory requirements necessary to maintain Permit compliance associated with implementation of the City's SMP. This includes all regulatory agency notifications, reporting, biological surveys, monitoring, pre-maintenance work City staff trainings (as-needed), and Habitat Mitigation and Monitoring Plan (HMMP) implementation in accordance with regulatory agency Permits, along with the subsequent 6 years of maintenance/monitoring/reporting requirements associated with the HMMP. Duration of the contract(s) entered is anticipated to be at maximum seven (7) years in order to complete the HMMP monitoring and reporting requirements for the determination of mitigation area success. The purpose of the City's SMP is to maintain stormwater conveyance capacity in a total of 17 stream sections and eight (8) stormwater detention ponds located on City-owned properties and privately owned properties over which the City holds maintenance easements, (collectively referred to as Project Sites, see Table 1 of Attachment II for locations). The Project Sites range in settings from a concrete drainage channel, to a naturalized stream, to stormwater detention ponds. As needed, the City will periodically conduct the following maintenance activities to maintain flood and stormwater conveyance capacity (refer to Table 2 and Table 3 of Attachment II for more detail, frequency is ultimately determined by City staff assessment of need): o Weed abatement in detention basins and streams o Silt and Rock removal in detention basins or streams o Tule removal from streams o Riparian tree maintenance o Dewatering, if necessary Interview Notifications (if conducted) September 8, 2022 Conduct Consultant Interviews (if needed) September 12 - 14 Select Consultant - Begin Negotiations September 15, 2022 City Council Approval of Contract October 18, 2022 Start of Contract - Notice to Proceed Late October 2022 The City reserves the right to revise the RFP prior to the indicated due date. City may consider extending the due date for Proposal due to significant revisions to "Scope of Work." |
