Description | Final Requests for Information (RFI) are due no later than 1 pm on Wednesday, March 29, 2023. The RACU Board will vote at a special meeting on Wednesday, April 5, 2023 at 4:00 PM in Uniontown City Hall located at 20 North Gallatin Avenue, Uniontown, PA 15401. The project consists of further developing an open-lawn park to include playground equipment, a pavilion, tables, seating, and a paved walking trail. The project site is an existing open-lawn park at the corner of two unnamed alleyways and Lemon Street in Uniontown, PA. The project scope that will not be performed by the bidding contractor, but will require coordination with others are as follows: 1. Installation of metal tables 2. Installation of metal benches 3. Excavation and compaction of subgrade and compacted subbase course for playground 4. Installation of playground equipment and playground surfacing The project scope that will be performed by the bidding contractor is as follows: 1. Erosion and sedimentation control structures 2. Demolition of existing concrete corn hole structures 3. Partial demolition of existing fence for proposed ingress/egress sidewalk 4. Excavation and compaction of subgrade and compacted subbase course for table concrete pad 5. Disposal of any excess earthwork material including, but not limited to: sidewalks, playground (assume 16" of excavated material), landscaping, etc. 6. Excavation and compaction of subgrade (including tie-ins to playground, and to existing sidewalk surrounding the site) and compacted subbase course with finished poured concrete for concrete sidewalks 7. Examination of existing fence and providing replacement and installation, as needed, of new matching fencing 8. Installation of landscaping elements including, trees, tree staking, shrubbery, mulching, and permanent seeding Bids must be made on standard proposal forms, in the manner designated therein, and required by the specifications, must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the RACU and must be accompanied by a Non-Collusion Affidavit and a bid bond or certified check for not less than ten percent (10%) of the base amount bid, and be delivered at the place on or before the hour named above. No bid may be withdrawn for a period of sixty (60) days once filed with the Owner. RACU reserves the right to reject any or all bids and to waive any informalities or irregularities in the bids received. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to be non-responsible. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. Additionally, MBE/WBE are encouraged to submit bids directly as prime contractors. The bidder agrees that all bid prices submitted have been submitted in accordance with the terms stated within this contract and shall be considered complete in place. Quantities shall be considered an estimate only. The Engineer makes no guarantee as to the accuracy of the quantities. Verify start and stop points with owner on all roads prior to beginning work. Final payment shall be based upon actual agreed upon field measured quantities. Summary Project Description: 1. The project scope to be performed by the bidding contractor is as follows: a. Erosion and sedimentation control structures b. Demolition of existing concrete corn hole structures c. Demolition of existing Lemon Street Park sign d. Partial demolition of existing fence for proposed ingress/egress sidewalk e. Excavation and compaction of subgrade and compacted subbase course for table concrete pad f. Disposal of any excess earthwork material including, but not limited to, sidewalks, playground waste material (assume approximately 105 cubic yards of excavated material), landscaping, etc. g. Excavation and compaction of subgrade (including tie-ins to playground, and to existing sidewalk surrounding the site) and compacted subbase course with finished poured concrete for concrete sidewalks h. Examination of existing fence and providing replacement and installation, as needed, of new matching fencing i. Installation of metal tables (tables are pre-assembled, but not fixed in location) j.
