Description

For questions, please contact Jeff Johnson at jefjohnson@powayusd.com Deadline for Questions or Inquiries 11:00am on February 28, 2023 License(s) Eligible to Bid - CSLB C-33 Painting and Decorating License The District reserves the right to reject any and all bids and to waive any irregularities or informalities in any bids or in the bidding Each bid must be submitted with security in an amount not less than ten percent (10%) of the maximum bid amount as a guarantee that the bidder will enter into the proposed contract, if awarded to the bidder, and will provide the performance and payment bonds, insurance certificates and other documents described in the Contract Documents. The successful bidder will be required to provide both a performance bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120. SCOPE OF WORK. The Contractor shall perform all Work within the time stipulated in the Contract and shall provide all labor, materials, equipment, tools, utility services, and transportation to complete all of the Work required in strict compliance with the Contract Documents as specified in Article 5 below for the following Project: BID 2023-12 STUCCO AND PAINT PROJECT GRES The Contractor and its surety shall be liable to the District for any damages arising as a result of the Contractor's failure to comply with this obligation.Scope of Work: Stabilizing, priming, and painting of all exterior surfaces, including but not limited to permanent and portable buildings, doors (exterior only, including door frames), storage buildings, sheds and containers, equipment privacy screens, planter boxes, exterior electrical equipment, panels and enclosures, clerestories, outdoor patios, covered walkways and support posts, assemblies, etc. All exterior painted surfaces are to be lead stabilized, prepared, primed, and painted as specified in the Site Specifications and supplemental information. This contract shall include all stucco patching and repairs at all exterior surfaces. Refasten and caulk around all window and door trim. Caulk all skirt corners, vertical and horizontal joints at T-111 siding, skirts, and all 1x trim/molding. Prime and paint all rain gutters and downspouts. Protect in place all brick, room identifications, building identification numbers/letters, murals, signs, artwork, and sculptures, etc. unless otherwise specified. Re-paint any previously painted identifications. Paint to be a complete coat of primer & two coats of finish. B. Scope of Work Notes: 1. The Contractor shall comply with U.S. EPA Lead Renovation, Repair, and Painting Rule (RRP) (40CFR Part 745). 2. Hazmat Survey Reports are attached in this bid package. Bidders are responsible to be thoroughly familiar with the Hazmat Surveys. 3. Contractor is responsible for all removal, temporary relocation/protection of all items not to be painted, including but not limited to conduits, fire alarm devices, light fixtures, etc.) fastened or attached to floors, walls, and ceiling structure, which will be impacted by the scope of work. All removed / temporary relocated items shall be installed back in original conditions and shall be fully functional. The Contractor shall protect all sensitive devices such as fire alarm elements, speakers, light fixtures, etc. properly. The Contractor shall notify the District in a timely manner to bypass fire alarm devices if needed. 4. Contractors shall be responsible for all scaffolding, equipment, lifts, fall protection, etc., as necessary to perform the scope of work. 5. All floors and walls shall be protected properly from any damages, scratches, and defects. Contractor will be responsible for all needed restoration and/or repairs/replacement in order to bring back to the original pre-construction conditions if they are being affected by the Contractor's performance. The Contractor is strongly recommended to document all existing conditions prior to starting any activity and notify the District's representative regarding any existing damages or defects immediately, by email (including photos). 6. All light fixtures, their hanging devices, light bulbs, wiring, and conduits shall be protected in place. The Contractor will be responsible for replacing damaged and / or defective parts with new if they occur because of the Contractor's performance. 7. All brick surfaces are to be pressure washed and protected in place. The only exception is the east end of Building C. Please reference the final page of Exhibit B. The entire brick surface of this building face is to be pressure washed and painted, complete, with Alpaca (SW 7022). The rest of this wall shall receive standard project paint colors (stucco - Alpaca, doors, and frames - Endless Sea, fascia - Dark Clove, etc.). Tiles shall be protected in place. 8. If the Contractor is the successful bidder on multiple school sites, he shall perform the work at each school concurrently with the other(s) and shall not exceed the allowable contract timeContractor shall complete contract scope of work at each school concurrently within the specified contract period. The Contractor shall provide sufficient labor, material, and equipment at each school site individually. 9. The Contractor shall assign a superintendent at each school site during the Contractor's performance. The Contractor's workers are not to perform any work without the Contractor's assigned superintendent onsite. 10. If the Contractor finds surfaces which are in question as to disposition, he is to report his findings to the District's inspector immediately for direction. 11. School murals and artworks are to be protected in place, unless otherwise specified. Any damages/defects to these items, caused by the Contractor, shall be fixed at the Contractor's expense at no cost to the District. The Contractor shall document the existing conditions prior to the start of his work. Refer to Exhibit B for specific instructions for school murals that are to be covered with project paint products and colors. 12. No painting material residues are allowed to remain on any unpainted surfaces. Such cases shall be addressed immediately by the Contractor, and prior to drying painting material residues. 13. All window security screens (including hardware) removed during Lead Paint Stabilization process, shall be re-installed, and painted (if applicable) by the awarded Contractor. For cost/bid estimating purposes, the Contractor shall assume that all window security screens need to be painted and re-installed by the awarded Contractor. 14. All needed Lead Stabilization activities are the responsibility of the awarded Contractor. 15. All wood sided bungalows are to be treated as smooth sawn wood and painted accordingly. 16. All exterior electrical panels, junction boxes and electrical equipment shall be sanded, primed, and painted complete. 17. All fire sprinkler lines shall be sanded, primed, and painted to match their existing color, complete. 18. Storage containers and earthquake containers shall be power washed, and all rusted areas power sanded to bare metal, primed, and painted per the District's Color Schedule (Exhibit C). 19. Wrought Iron Gates, Fencing & Welded Assemblies shall be power washed, and all rusted areas power sanded to bare metal, primed, and painted to match their existing color, complete. 20. All paint to be in unopened factory tinted containers. Any opened paint containers, or non-factory tinted paint delivered to the job site will not be accepted. 21. It is the Contractor's responsibility to inspect all glass in clerestory areas prior to start of work. If broken window glass or skylight glass are found, the Contractor shall report their finding to the District Inspector or PM immediately. Otherwise, it is the Contractor's responsibility to repair all damaged glass and skylights. 22. If you do not have a sign painting craftsman on your staff, then all sign painting and logos when required must be done by a qualified Sign Contractor with a C-45 license, no exceptions. The Project Manager or his/her designee has the sole responsibility to accept or reject painted signage that does not meet the District's standards. 23. The Contractor is to protect in place existing building and room identification letters and/or numbers. 24. The Contractor must apply paint so that all previously painted surfaces are coated. Leaving no voids or holidays. All grooves of siding also must have paint applied completely during each application of material
