Description

The Project includes redevelopment of Comiskey Park, including sidewalks, basketball court, lighting, electrical wiring including conduit, storm sewer, playground equipment, playground surfacing, splash pad including utility connections, roof modifications downspout additions, grading, HMA pavement, pavement marking, landscape plantings, picnic shelters, seat walls, and erosion control. CIP # 3601105, 1021151, 2601544, 1021578, 2601578, 3401654, 1022292, 3602739, 2602825 Base Bid Estimated Total Cost = $1,541,300 Alternate No. 1 - Park Sign - Estimated Total Cost = $25,900 Alternate No. 2 - Court Lighting - Estimated Total Cost = $30,400 Alternate No. 3 - Stacked Seating at Basketball Court - Estimated Total Cost = $43,000 Alternate No. 4 - Painting of Basketball Court - Estimated Total Cost = $13,000 Sealed proposals will be opened and Bids tabulated at 2:00 p.m. on August 10, 2022, Office of City Clerk, City Hall, 50 W. 13th Street, Dubuque, Iowa, for consideration by the City Council at its meeting on August 15, 2022. The City of Dubuque, Iowa, reserves the right to reject any and all Bids. Work on the Project must be commenced within ten (10) calendar days after the Notice to Proceed has been issued and shall be substantially complete by May 11, 2023 and fully completed by May 26, 2023. Each Bidder must accompany its Bid with a Bid security as security that the successful Bidder will enter into a contract for the work Bid upon and will furnish after the award of contract a corporate surety Bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent of the amount of the contract. The Bid security must be in the amount of ten percent (10%) of the amount of the contract and must be in the form of a cashier's check or certified check drawn on a state-chartered or federally chartered bank, or a certified share draft drawn on a statechartered or federally chartered credit union, or the Bidder may provide a Bid Bond with corporate surety satisfactory to the governmental entity. The Bid Bond must contain no conditions except as provided in this section. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. The Bidder should not include State of Iowa sales tax in its Bid. A sales tax exemption certificate will be available for all material purchased in Iowa for incorporation into the Project. An On-Time Finish Incentive Payment of Twenty Thousand Dollars ($20,000) shall be applied to this Project if the Contractor completes the required work by the Project's Substantial Completion date of May 11, 2023 as provided in Section 00800.
