Insulate Exterior Walls, Replace Windows

This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids for the project entitled Insulate Exterior Walls, Replace Windows, Project No. 553-21-106 to be accomplished at the John D. Dingell VA Medical Center (VAMC) located in Detroit, MI. An Invitation for Bid (IFB) is planned to be issued on or about February 17, 2023. LOCATION OF WORK: Building 100 The general intent of this project is to insulate all exterior walls and replace exterior windows in the medical center with insulated type windows. The first floor windows of Building 100 will also require the installation of blast resistant film. Work includes, but is not limited to, the following: The Contractor shall furnish all labor, tools, materials, and equipment to perform general demolition, construction, and alterations electrical, plumbing, and mechanical systems, as identified to complete the renovation as shown and specified in the drawings and specifications. Construction shall be performed in compliance with manufacturer's recommendations and applicable Codes and VA Detroit building standards. The period of performance for the project is Two Hundred Forty (240) calendar days after the Notice to Proceed. Complete details of the project requirements will be provided via issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $39.5 million. Magnitude of cost for this project is between $2,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB's registered in the Vendor Information Pages (VIP) database at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies.
