Description

Vendors will not be added to our finance system without the submission of this form. Vendor Application Local Vendor Privilege Qualifications and Affidavidt The Whitfield County Board of Commissioners (the "County") requests proposals from qualified proposers to construct a summit hiking trail at Rocky Face Ridge Park. This solicitation by the County will result in the selection of an experienced firm to construct approximately 7700 feet of trail that will reach the summit at the park. The proposal must contain, at a minimum: a. Completed price proposal forms; b. An authorized signature; and c. Written oath stating the company has not restricted competitive soliciting. In addition, the successful proposer shall submit the following items within ten (10) calendar days after written notification from the County of the proposal award: a. Proof of a valid and current business license from the city/county where the business is located; b. Written certification that the proposer operates a drug-free workplace in accordance with O.C.G.A. 50- 24-1 through 50-24-6 (form provided by County); c. Proof of General Liability and Workers' Compensation Insurance, as specified in this document; and d. Payment and Performance Bond in the amount of the contract price All proposals should be clearly marked "Rocky Face Ridge Park Summit Trail, RFP2023 P&R01". It will be the sole responsibility of the proposer to have its proposal delivered to the County before the closing hour and date. Late proposals will not be considered and will be returned unopened to the sender. All proposals must be valid for a period of ninety (90) days following the proposal opening. All materials and documents submitted by the proposer in response to this RFP become the property of the County and will not be returned to the proposer. Information in each proposal is public information under Georgia law and may be released after the selection process has been completed and the contract has been awarded and executed. Consequently, any information considered to be trade secrets, privileged, or confidential should not be revealed in the proposal. The County will notify the winning proposer of the proposal award and will arrange a meeting with the proposer to commence contract negotiations. All proposals must be in writing. Non-responsive proposals may not be considered. The signer of the proposal must declare that the proposal is in all respects fair and in good faith without collusion or fraud and that the signer of the proposal has the authority to bind the proposer. General Project Description Whitfield County is seeking proposals from qualified firms interested in providing construction services to create a trail to the summit at Rocky Face Ridge Park. Rocky Face Ridge Park is a nature park with significant natural and historical features. The park consists of 1000 acres of a combination mountain terrain and rolling fields. The summit offers significant views extending for miles in all directions. The summit is approximately 850 feet above the parking area. Currently, the summit can only be reached using a single-track mountain bike trail. The county is seeking a qualified trail builder to construct a separate hiking trail from the existing single tract mountain bike trail. The summit trail will be approximately 7700 feet long and a minimum of 48" wide. The final trail must be traversable by a side by side type all terrain vehicle. The slope should typically not exceed 3.5%. The trail has been located and marked. An archaeological study has been performed along the route to mitigate the possibility of disturbing Civil War archaeological sites during construction but the possibility exists that archaeologically significant areas may be discovered during construction that will require a deviation from the planned route. In addition to the 7700 feet of hiking trail, we are seeking the construction of a short, cut through trail that will take hikers up a steeper slope up and through the rock face near the summit of the ridge. The steeper sections will require steps and hand rails. The steps can be either steel or stone. The entire length of the cut through is approximately 300 feet. The elevation change over the 300 feet is approximately 160 feet. Vehicles can access the beginning of the trail and within 700 feet of the termination. The County will be responsible for any state or local permitting necessary for the project. 1.2 Additions and Deletions In accordance with the provisions of the executed contract, no additional work or extras will be allowed or paid for unless such additional work or extras are ordered in writing by the County, and the price fixed and agreed upon before such work is performed. The County will not accept any overruns, nor will it pay any quantities beyond those specified. In accordance with the provisions of the executed contract, the County shall have the right, without invalidating the contract, to make additions to or deductions from the work defined in this document, and in case such deductions or additions are made, an equitable adjustment of the addition to or deduction in cost shall be made between the County and the contractor, but must be agreed to in writing. 1.3 Discrepancies Should the contractor discover discrepancies in this document, the matter shall at once be brought to the attention of the County, and the discrepancies corrected before proceeding further.
