Description

The work to be performed requires an external contract for General Construction only to accomplish the phased removal and replacement of existing doors, cleaning and rehabilitation of existing door hardware, and exterior painting of the existing wood trim and transom windows, adjacent to the doors to match the new doors at the historic Central Market. The project will be constructed under a single renewable contract. Bidders will commit to replacement of thirteen (13) doors spread over four (4) years with an anticipated pace of four (4) doors per year. City is permitted to terminate contract at any time at Citys sole discretion for any reason, including lack of funding, and may rebid the project to complete the impcomplete portions of the work. All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for One Hundred Twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract is subject to certain special requirements. For example, as more specifically detailed in the Contract documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidders processes with other City services and the bidders ability to handle the volume of work proposed. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. In reviewing the bids, the City will review the bidders experience, necessary facilities and financial resources to furnish the items of this Contract and the City reserves the right to reject the proposal of any bidder not possessing satisfactory qualifications. The City of Lancaster is seeking bids to remove and replace thirteen (13) existing doors at Central Market located at 23 North Market Street, Lancaster, PA 17603 phased over the course of four (4) years, at the anticipated rate of no more than four (4) doors anually. The project generally consists of removal and replacement of existing doors, cleaning and rebilitation of existing door hardware, and exterior painting of the existing wood trim and transom windows, adjacent to the doors to match the new doors. Frame, interior and/or exterior molding repair/ replacement. 2022-26R Completion Date: 120 Calendar Days Liquidated Damage: $500 per day
