Description

The Board of Education of the Sioux City Community School District (hereinafter referred to as the "Owner") shall hold a public hearing on the proposed plans and specifications, proposed form of contract, and estimated cost of said improvements. At said hearing any interested persons may appear and file objections to the proposed plans and specifications, form of contract, or estimated cost of said improvements. The project is intended to replace the existing unit ventilators throughout the building with new. Scope includes removal and demolition of the old to make way for the new units. Following the public hearing the Board may take action to approve the proposed plans, specifications, form of contract and estimated cost of the Project. The hearing will be held at 6:00 PM on the 22nd day of August, 2022 in the Board Room in the Educational Services Center, 627 4th Street, Sioux City, Iowa 51101. The Owner will receive sealed bids for the Nodland Elementary HVAC Upgrades. Lump-sum bids will be received for General Construction. Further consideration of the Bids received and award of contract or other action may be made by the Owner upon proposals received in accordance with law and plans and specification at its meeting to be held at 6:00 PM on the 26th day of September, 2022 held in the Board Room in the Educational Services Center, 627 4th Street, Sioux City, Iowa 51101. Bids must be submitted on the approved Bid Form available in the Contract Documents or a printable electronic Bid Form is available from the Architect. No oral, facsimile, electronic or telephonic bids or modifications will be considered. Bids received after the deadline for submission of Bids as stated herein shall not be considered and shall be returned to the late Bidder unopened. Each Bidder shall accompany its Bid with Bid Security, as security that the successful Bidder will enter into a Contract for the work bid upon in accordance with the Contract Documents and statutory requirements. The Bidder's security shall be in an amount equal to 5% of the total amount of the Base Bid and shall be in the form of cash; or a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond and shall be made payable to Woodbine Community School District and the proceeds retained as penalty if the Bidder fails to execute a contract and file acceptable Performance and Payment Bonds or provide an acceptable Certificate of Insurance within 10 days after the acceptance of such proposal by resolution of the Board. Bid Security of two lowest Bidders will be retained until contract has been awarded and executed, but no longer than 30 days. No Bidder may withdraw his bid within 30 days after opening of bids. Monthly estimates will be paid to each Contractor as the work progresses in amounts equal to ninety-five percent (95%) of the Contract value of the work completed during the preceding calendar month, including the actual cost (exclusive of overhead or profit to the Contractor) of materials and equipment of a permanent nature to be incorporated in the work and delivered to and stored at the job site. Such monthly payments shall in no way be construed as an act of acceptance for any part of the work, partially or totally completed. Final payment of the five percent (5%) due each Contractor will be made upon final acceptance of the work under the respective Contract by the Board of Education, and after receipt of satisfactory evidence that all claims pertaining to such Contract have been paid in full as provided in the Contract Document for said work. The successful Bidder will be required to furnish a Performance Bond, a separate Labor & Payment Bond, both in an amount equal to 100% of its Contract Price, and Insurance; said documents to be issued by a responsible Surety approved by the Board and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained. Work under the proposed Contract shall be commenced upon receipt of signed Contract and shall be completed in a timely manner by the date indicated by the Bidder on the Bid Form. Plans and Specifications governing the construction of said improvements have been prepared by KCL Engineering, West Des Moines, IA, which plans and specifications to and defining said proposed improvements are hereby made a part of this Notice and the proposed contract shall be executed to comply therein. The Owner reserves the right to accept or reject any or all Bids, or any part thereof, and to waive informalities or irregularities allowed by law and to enter into such Contract or Contracts as may be deemed in the best interests of the Owner.
