Description | The Project consists of constructing a sidewalk addition along the north side of East Main Street from an existing sidewalk at the Dollar General store to an existing concrete entrance gutter near St. John's Lutheran Church for a length of approximately 345 feet. The work includes roadside demolition or removals, concrete sidewalk, curb and gutter, a curb inlet for drainage, minor grading, erosion and sediment control measures, traffic control measures, and overall project supervision. Bids will be received for a single prime Contract. Contract award will be made to the lowest responsive and responsible bidder based upon the Total Lump Sum Base Bid Price, including any properly submitted and received bid modifications, as indicated in the Bid Form. Beginning on May 19, 2023, digital files of the Bidding Documents may be downloaded from OneDrive upon registering with the Engineer via email at drissmeyer@amtengineering.com and providing their contact information at least 48 hours before the scheduled Bid Opening. Bid security shall be furnished in accordance with the Instructions to Bidders. It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD's website under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability, and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is 0%. The Town of Abingdon in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
