Description | The State intends to select a Construction Manager at Risk (CMR) to assist with design and to provide construction services for renovations at the Lebanon Correctional Institution (LeCI) and the Warren Correctional Institution (WCI). These two facilities are adjacent to one another near Monroe, Ohio, and house a combined total of approximately 4,000 inmates. LeCI is approximately sixty years old, and WCI is just over thirty years old. Submit all questions regarding this RFQ in writing to OFCC Procurement at procurement@ofcc.ohio.gov with the project number included in the subject line (no phone calls please) Project Description The State intends to select a Construction Manager at Risk (CMR) to assist with design and to provide construction services for renovations at the Lebanon Correctional Institution (LeCI) and the Warren Correctional Institution (WCI). These two facilities are adjacent to one another near Monroe, Ohio, and house a combined total of approximately 4,000 inmates. LeCI is approximately sixty years old, and WCI is just over thirty years old. The following list of anticipated facilities and scope categories are in order of priority and will be completed as funds allow. Funds may be added to complete more items in the list. 1. LeCI Camp. The facility previously known as the Honor Dorm or the Camp is situated between LeCI and WCI. This facility needs to be upgraded and renovated to a habitable state. Minimum requirements will be HVAC modifications, boiler and/or additional system replacement, plumbing demolition and renovation of bathroom areas, minor aesthetic and architectural repairs and improvements and minor electrical upgrades and improvements. 2. LeCI shower and kitchen upgrades. Infrastructure improvements including water lines to feed the facility, shower replacement throughout the buildings for both cell block areas and the camp area and sanitary sewer replacements. Also included are kitchen infrastructure improvements such as plumbing, ventilation, electrical and architectural issues to renovate the kitchen area. Some specific items include hot water main, cold water main, power plant water and sanitary, kitchen and bathroom exhaust and shower replacement. 3. WCI plumbing improvements. Includes assessment and repair/replacement of plumbing, water, and sanitary infrastructure in various buildings on the campus. Upgrades include fixtures, hardware, plumbing systems as needed. Sustainability, water conservation and security issues will be addressed. 4. WCI kitchen area repairs. Includes assessment and repairs/reconstruction of kitchen floors and freezer areas. Movement of floors (sinking) to be addressed and corrected - may include structural repairs, drainage issues, etc. 5. EPA and various regulatory requirement familiarity will be a critical factor in this project and should be demonstrated accordingly in your response to this RFQ. In addition to these areas and disciplines, other work should be anticipated as investigation, assessment and the POR is completed. Work could include demolition, excavation, concrete, masonry, finishes, doors and hardware, security, plumbing, HVAC, fire protection sprinkler, electrical as needed and as may be encountered in design and construction of the scope categories listed above. Professional design services have been acquired by the Contracting Authority under a separate contract. The development of the POR is ongoing and will incorporate the services of this CMR as available. Construction is anticipated to begin in early 2023 for the Camp scope of Construction is anticipated to begin in early 2023 for the Camp scope of work. Various phasing options, bidding strategies, planning and design of many of the scope items and categories is expected to be completed by the design team and the CMR firm in a manner that most efficiently utilizes available resources. |
