Description

NIH/ORF/OA Blanket Purchase Agreements for Electrical Services This synopsis is notice of a proposed contract action for the establishment of multiple Blanket Purchase Agreements (BPAs) and the resulting orders to be awarded under these BPAs. This is a request for interested parties to provide a formal submission of interest to NIH to be competitively evaluated for a BPA award. The National Institutes of Health (NIH), Office of Research Facilities (ORF), Office of Acquisitions (OA), Research Triangle Park, North Carolina, is seeking to identify multiple small businesses with the interest and resources to enter into Blanket Purchase Agreements for Electrical Services under the following North American Industry Classification System (NAICS) Codes: o 238210 Electrical Contractors and Other Wiring Installation Contractors; Small Business Size Standard: $16.5 million in average annual revenue. The Product Service Code is Y1JZ. ORF/OA anticipates procuring projects valued between $2,500 and $250,000 (simplified acquisition threshold) on a competitive basis. Projects under the BPAs would include, but not be limited to, the following: Provide all necessary resources, management, personnel, materials,supervision, transportation, supplies, and all equipment, except Government Furnished Property (GFP), to facilitate allphases of work in connection with various electricalprojects at NIH in Research Triangle Park, North Carolina. This would include new work, additions, alterations, and maintenance and repair of real property facilities and structures. Insurance and bonding will be required for these types of projects. Informationon required insurance amounts will be included in individual Statements ofWork which will include a period of performance. Contractors must be capable of obtaining the payment bonds required for projects valued over $35,000 and the performance bonds required for projects valued over $150,000. Contractors unable to meet the bonding requirements will not be considered for a BPA award. Due to the possibility of emergency work orders, BPA contractors must also have the resources necessary to respond to emergency work within 90 minutes. Contractors not able to meetthe 90- minute response time for emergencywork orders will not be considered for award. Where site visits are offered and attended, the prime BPA contractormustrepresentthemselves (subcontractors cannotrepresent a prime contractor on site visits or in response to any requestfor information or quote). BPA contractors shall comply with FAR 52.222-6 Construction Wage Rate Requirements. Each project will be competitively procured, unless otherwise justified by the Government (urgent and compelling need), and the Government will incorporate the most current Davis Bacon Wage Determination in effect at the time of award. Davis Bacon wage determinations are located here: http://www.wdol.gov/usrguide/index.aspx. The Government will competitively evaluate submissions in response to this notice through a comparative evaluation by considering whose past performance and experience has shown them to be dependable, offer quality services at consistently lower prices, and who have provided numerous purchases at or below the simplified acquisition threshold (capacity). This notice represents NIH's effort to promote competition to the maximum extent practicable through competitive procedures prior to establishing the BPAs. NIH will establish no more than five BPAsfor Electrical services. IfNIH finds there is an insufficient number of BPAsto ensure benefit to the Government, NIH will solicit quotations from other sources and make the purchase as appropriate, as well as establish additional BPAs for future purchases. An annual review of all BPAs will be performed to determine whether the Government is receiving fair and reasonable pricing, usage, andparticipation, which may resultin either continuing the BPA or expiration. If a vendor fails to provide a quote on three consecutive projects, the vendor may have their BPA terminatedand replacedwith another vendor. ORF is seeking robust competition for individual requirements. A list of interestedvendors will be maintainedto allow on-ramping of additional BPA vendors if it is determined to be in the bestinterest of theGovernment. Earlyexpiration may resultif the Government no longer has a requirement for electrical services provided by the Contractor. Interestedparties must be registeredwiththe Systemfor AwardManagement(SAM) under the appropriateNAICSCodes listed in this synopsis. Representations andCertifications must alsobe on record. SAM registrationisfree and completed through the website at https://www.sam.gov. Interestedparties must be aware they will be required to attend, complete, and submit all NIH required safety training mandates, NIH safetyproficiency requirements, NIH contractorsupervisor orientation, and provide NIH site-specific accident prevention plans and othersafety requirements asrequired by NIH Safety before they will be authorizedto propose and work on NIH projects. These requirements will be a condition of receiving subsequent BPAs. Pursuant to FAR 13.003(b) this procurement will be 100% set aside for small business concerns. Instructions to Interested Parties: If your small business hasthe potential capacity to perform Electricalservices andis interestedin being considered for a BPA, please respond electronically to Andrew Gathogo at andrew.gathogo@nih.gov. Responses must identify "ElectricalBPA" in the subject field. Submissions mustinclude the following: 1) DUNS Number 2) CAGE Code 3) Tax ID Number 4) POC's name, physical address, email address, and telephone number. 5) Company website address. 6) Small business size, socioeconomic categories, and type of ownership for the organization. 7) Capability Statement that includes the ability to respond in 90 minutes. (Capability Statements must be in PDF format.) 8) Letter from surety confirming your organization's acceptable bonding capability. 9) A completed Attachment 1 (provided) documenting five projects 100% completed in the previous 18 months (from date of this synopsis) valued between $2,500 and $250,000. NIH plans to begin its evaluation of submissions from interested parties on or around October 17th 2022, at 10:00 am EDT. NIH may continue to accept and evaluate submissions until the desired number of BPAs have been established. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submission. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
