The Air Center comprises three functions: Helitack Module, Category 1 Single Engine Air Tanker (SEAT) Base, and an Air Attack platform. The estimated size of the lot is 10 acres and the Air Center Building will be approximately 7700 square feet. The Center will include aircraft ramp area, tie downs, loading pits, retardant tanks, secondary containment, helipads, utility development, security fencing and an Air Center Building for staffing with garage bays for vehicle and equipment storage and parking for personal and government vehicles. The work covered by this requirement includes furnishing all labor, supplies, materials, equipment, and incidentals necessary to complete this requirement per the accompanying specifications and attachments. The period of performance for this requirement is 640 days. The BLM will issue a Total Small Business Set-Aside competitive design-build solicitation on or about April 19, 2022. The BLM anticipates issuing a single firm-fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination will be included in the solicitation. The competitive solicitation, 140L0622R0024, is in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 236220, Commercial and Institutional Building Construction. All materials must be in accordance with the Buy American Act. This acquisition will use two-phase design-build selection procedures in accordance with FAR 36.3. A Request for Proposal (RFP) solicitation package will be available electronically on or about April 19, 2022 at https://sam.gov/content/opportunites for 30 days. Potential offerors are responsible for monitoring this site for the release of the solicitation package for any other pertinent information and for downloading a complete copy of the solicitation package. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) database. A Site Visit date, time and meeting location will be provided in the solicitation.
