The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world. The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President's Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts. PURPOSE The DOI - NPS - NCA - NAMA has a new construction requirement for a single contractor with experience in replacement of existing boiler systems in accordance with DC, Department of Energy and Environment (DOEE) requirements. The boiler system needs to be compatible with the existing HVAC system in the building. All demolition and construction in this requirement must be in accordance with all existing codes and standards. The work shall include the following: a. The Design-Build contractor shall provide all labor, material, equipment, engineering, and supervision for inspection and investigation of existing conditions, and design and construction of a new energy efficient two-boiler system per requirements in the Scope of Work (SOW). b. Demolish and remove the existing hot water boiler and its associated system components such as but not limited to, the burners, controls, flue gas connections, pumps, and it's all mechanical, controls, and electrical connections. c. Replace the existing hot water boiler and its associated components such as natural gas burners, controls, gas connections, pumps, flue, etc. with new modern and energy efficient two gas-boiler system that will integrate with existing infrastructure and controls, and capable of providing balanced heating throughout the headquarters (HQ) building. The new two-boiler system shall have at minimum the same capacity of the existing boiler system with higher efficiency. C.3 PERIOD OF PERFORMANCE / DELIVERY DATE The Period of Performance and Delivery Date is 179 Days After Notice to Proceed. SUBMISSION INSTRUCTIONS Offerors/Quoters shall submit their proposals/quotes only to craig_madison@nps.gov no later than 12:00 PM ED on 8/25/2022. No Hardcopy, facsimile or in person proposals/quotes shall be accepted. The last date for contractor to submit any technical questions is 8/9/2022 at 12:00 PM ED.
