Description

Contract 062723-RWREHAB includes: Runway Rehabilitation, Phase 1. Bids must be accompanied by cash, certified check, cashier's check, bank good faith check, or other irrevocable letter of credit or bid bond in the amount of 10% of the total amount of bid and made payable to the order of the Washington County Commissioners. Only the bid securities listed will be accepted. The Washington County Commissioners reserve the right to reject any or all bid proposals. Wages as predetermined by the us secretary of labor and industry and included in the specifications and contract documents and/or addenda thereto shall be used by the contractor in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in division 8 of the project manual. The County of Washington , in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of The Secretary, Part 26, Nondiscrimination in Federally assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The County of Washington is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. The project specific goal been established as 3.6% for disadvantaged business enterprises. The County of Washington is committed to meeting this goal on all services provided, and the contractor is expected to put every effort forward to meet the above DBE goal. Proposals must include the percentage involvement of disadvantaged business enterprises along with the names of the firms involved, and the completed certification. Please note that certification as a DBE by the PA UCP is separate and distinct from other certification programs. The only source that should be used for verification of current eligibility of a DBE firm is the PA UCP website at www.paucp.dbesystem.com. Physical certification letters and/or expiration dates should not be requested from DBE firms. Bidders may email their written questions to the Washington County Purchasing Office to either Dalton Thompson at dalton.thompson@co.washington.pa.us or to Randy Vankirk at vankirkr@co.washington.pa.us questions will be received until a 10-day deadline on June 17th 2023. The proposed Runway Rehabilitation project will occur on Runway 9-27 at the Washington County Airport. Runway 9-27 is 5,004 FT x 100 FT and was constructed in several phases. From the 9 end of the runway, the first roughly 4000 LF was reconstructed in 1989, with a widening of 15 FT on each side done in 2007. The last roughly 1000 LF on the 27 end was reconstructed in 1984 and overlaid in 2007. The entire runway was then micro-surfaced and cracksealed in 2014. Another crack sealing and re-marking project was performed in 2020. The original 4000 LF of the runway has PCI's of 57 and 60, the 1000 LF overlay section has a PCI of 74, and the 15 FT widening has a PCI of 84 according to the 2016 PennDOT Pavement Management System. For the Base Bid, the center 70' wide keel section of Runway 9-27 between Stations 12+00 and 35+50 will be full depth pavement repair. This will include the milling of the existing bituminous asphalt down to the subbase. The subbase will be compacted in place with soft areas being replaced, as necessary. The pavement will then be restored and 4" of wearing course will be laid down in 2" lifts. The outer 15' of runway on either side will be milled approximately 2" and replaced with a 2" wearing course. The cross slope of the runway must be adjusted with the milling and paving operations by holding a maximum cross slope of 1.5%/ A line item has also been added for small adjustments that need to be made with a leveling course. The pavement will also be re-marked and grooved. In addition, shoulder backup grading will be required where any pavement drop off from the edge is greater than 2". These areas will be seeded and mulched. Add Alternate #1 will consist of the full depth repair of the entire width of the runway between Stations 12+00 and 35+50. This will be carried out in the same manner as the keel section of the base bid. This summation is for informational purposes only and is not part of the Contract Documents.
