Description

The Division of Facilities Development, hereinafter termed DFD, hereby announces that it is advertising for bids from certified 13 contractors for the above project. 14 15 All potential bidders must become certified by DOA prior to submitting bids on state construction projects 16 with budgets over $50,000. All bids received from contractors who are not certified will be rejected. These changes 17 take effect January 1, 2014. Contractor certification applications and instructions for completing the form may be 18 obtained from the DOA Website. DFD Contractor Certification page: 19 or upon request from DFD--email 20 dfdcertification@wisconsin.gov. Sealed bids will be received as follows, before the time indicated above: 23 o PDF scanned file of all required bid documents, including bid and bid bond forms with original wet 24 signatures or properly transmitted electronic signatures (only PDF files will be accepted) emailed to 25 doadfdmbidsubmission@wisconsin.gov (this is the preferred method); 26 o US Mail or Third-party delivery (UPS, Fedex, or DHL) to State of Wisconsin, Administration Building, 7 th 27 Floor, 101 East Wilson Street, Madison, Wisconsin 53703; or 28 o Hand delivery to the drop box labeled. 30 31 The bidder is responsible for the sealed bid being delivered to the indicated location or email before the time 32 specified for the bid submission. Third party delivery is entirely at the bidder's risk. 33 Bid opening will be conducted via Microsoft Teams. Bidders may call the Microsoft Teams teleconference number: 34 (608) 571-2209, conference ID: 484 588 360#, on the day of the bid to hear the bid results announced on the day 35 bids are due. The conference line will be open at 1:45 P.M. CDT. In general, the work consists of: demolition and replacement of existing underground storage tanks (USTs) and 40 associated fueling systems at two sites, George W. Mead State Wildlife Area (Mead) and Sandhill Wildlife Area 41 (Sandhill). Mead will consist of the removal of two gasoline and diesel dispensers, a dispenser island, three USTs 42 (two 560-gallon diesel, one 560-gallon gasoline), fuel and vent piping, and miscellaneous appurtenances. The 43 system will be replaced by three 550-gallon aboveground storage tanks (ASTs), a new dispenser island with all 44 appurtenances required for a fully functional, code-compliant, turn-key fuel dispensing and monitoring system. 45 46 Sandhill will consist of the removal of two gasoline and diesel dispensers, a dispenser island, one 2,000-gallon 47 diesel and one 2,000-gallon gasoline USTs, fuel and vent piping, fuel and vent piping, and miscellaneous 48 appurtenances at two sites. The system will be replaced by one 1,000-gallon AST and one 550-gallon AST, a new 49 dispenser island with all appurtenances required for a fully functional, code-compliant, turn-key fuel dispensing and 50 monitoring system. 51 52 During UST removals, tank system site assessments (TSSAs) will be conducted by the A/E. The final demolition 53 limits will be restored by vegetation, reinforced concrete, or gravel parking surface. 54 55. No deposit is required to obtain documents for 5 bidding purposes. 6 7 Contract offer and construction phase records will be processed electronically on the WisBuild(TM) DFD Information 8 System. 9 10 The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. 11 Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. 12 These changes take effect for projects advertised for bid after September 23, 2017. This change does not 13 affect the Federal Davis Bacon Act requirements. 14 15 A formal pre-bid tour will not be conducted for this project; however, a site visit is encouraged.
